About The Position

This position is responsible for the establishment, maintenance, and enforcement of the financial administrative operations of the district. These operations include, but are not limited to, the following: Governmental Accounting, Utility Billing & Collections, Payroll Accounting, Budgeting, Property Taxes, Cash Management, Debt Management, Capital Projects Accounting, Grant Accounting, Bank Relations, Fixed Asset Accounting, and Procurement. In addition, the position ensures that all activities of the Finance Department follow all federal, state, and local laws and regulations. The position is also responsible for the establishment and maintenance of financial standards and policies of the district.

Requirements

  • Bachelor’s degree from an accredited college or university in Accounting or Business Administration with a concentration in Finance or Accounting required.
  • Five (5) to seven (7) years’ experience in progressively responsible financial management positions.
  • At least three (3) years’ experience in a high-level supervisory capacity required.
  • Considerable knowledge of public financial and purchasing principles and practices.
  • Good knowledge of generally accepted governmental accounting principles, governmental accounting standards and financial reporting, supervisory techniques.
  • Knowledge of investment management, debt management and budget management best practices.
  • Knowledge of federal, state, and local laws pertaining to financial administration and procurement.
  • Ability to analyze a variety of financial and management problems, make recommendations for their solutions, and prepare appropriate working procedures.
  • Ability to devise long and short-term operations plans and assess results; implements and utilizes automated accounting methods to comply with District policy requirements and professional standards.
  • Knowledge of municipal accounting and taxation and shall have had significant experience in budgeting and financial control.
  • Skilled computer operator using Microsoft Office products, Accounting and Financial government fund accounting software applications.
  • Must pass pre-employment physical and drug testing.
  • Must have vaccinations for hepatitis A and hepatitis B, typhoid, tetanus, and polio.
  • Must possess valid Texas Class C Driver’s License.
  • Must have a positive attitude.

Responsibilities

  • Oversees and participates in professional accounting activities, including general ledger reconciliation, financial reporting, budgeting, grant reporting and auditing; reviews and analyzes various records and reports; and responds to inquiries.
  • Reviews ledgers, registers, journals, logs, and related financial record keeping documents; ensures compliance with established accounting standards and procedures; makes corrections and adjustments; and balances funds.
  • Administers grant contracts and prepares required financial reporting; reviews and controls grant budget; prepares projected income and grant performance reports; and prepares and distributes final statements.
  • Coordinates the annual independent audit of the District’s financial statements; provides support to external auditors; and develops and communicates timelines for completion of all items required by external auditors for year-end audit.
  • Assists in the preparation of the District’s Annual Comprehensive Financial Report and the Government Finance Officers Association (GFOA) award program requirements.
  • Solicits, analyzes, and compiles responses to the external auditors’ management letters; and conducts follow-up to ensure implementation.
  • Assists with establishing and documenting policies and procedures for annual year-end close and financial audit; ensures proper compliance with established policies and procedures; and analyzes, recommends, and implements necessary improvements to annual year-end policies and regulations.
  • Assists Controller in preparing monthly/quarterly financial statements to management and Board of Directors. Prepares and updates financial schedules and tables for official statements; and prepares, updates, and assists with the preparation of financial disclosure reports to appropriate entities.
  • Serves as the Finance Department’s subject matter expert with respect to financial software; updates policies, procedures, and guidelines through written documents.
  • Attends and participates in professional group meetings; and stays abreast of new trends and innovations in financial reporting especially as they relate to municipal government.
  • Performs other duties as assigned.
  • Adheres to assigned work schedule as outlined in the district’s attendance policies and procedures; ensures all behaviors comply with the district’s Personnel Rules and Regulations.
  • This position is considered Critical Personnel during a natural or manmade disaster and/or a catastrophic event. This position may be required to provide services or perform duties for the benefit of the public and the continuity of district operations. These may include services or duties different from those performed in the usual course and scope of this position.
  • Participates as a member of the Emergency Management Team.
