About The Position

This position serves as the Chief Financial Officer for the City of Conroe and is responsible for the overall operation of the Finance Department including accounting, payroll, utility billing and meter reading and other departments and divisions as assigned by the City Administrator.

Requirements

• Bachelor's degree in accounting, finance, business or public administration required.
• Five years of experience in a supervisory position in a municipal finance department required.
• Possession of a valid class 'C' Texas driver's license required.

Nice To Haves

• Certified Public Accountant preferred.
• Master's degree in accounting, finance, business or public administration preferred.
• Recipient of Certificate of Achievement for Excellence in Financial Reporting preferred.
• Recipient of Distinguished Budget Award from the Government Finance Officers Association preferred.
• Certified Government Finance Officer preferred.

Responsibilities

• Oversee the overall operation of the Finance Department.
• Manage accounting, payroll, utility billing, and meter reading.
• Ensure compliance with state and local purchasing guidelines.
• Establish and maintain internal service funds.
• Monitor performance measurements.
• Close out accounts and books at the end of the year in a timely and accurate manner.
• Communicate effectively with City Council, employee groups, and citizens.
• Inspect operations and suggest proper courses of action.
• Analyze past revenue and expenditures and economic conditions.
• Develop and monitor capital project budgets.
• Recommend investment strategies to benefit the City.
