About The Position

The Chief Financial Officer (CFO) - Treasurer is responsible for the overall leadership, strategic direction, and planning of SEPTA's Finance Division. In this role the CFO establishes and determines operational policy and direction of the financial affairs of the Authority. In addition, the CFO represents the interests of the Authority in many external areas and when required to do so, acts in the capacity of the General Manager.

Requirements

  • Bachelor's degree in Business or related field, with five (5) years experience in a senior level managerial role within the accounting, finance, budgets or treasury function required.
  • Must possess business acumen with finance and treasury experience in a mid- to large-sized organization.
  • Customer service orientation and superior people skills required.
  • Exceptional ability to communicate effectively with a variety of internal and external audiences required.
  • Ability to organize and present program presentations to all levels of management, SEPTA Board members, and external organizations required.
  • Excellent verbal and written communication skills required.
  • Collaborator with strong leadership qualities and superior written and verbal communication skills on technical, financial, and contractual matters required.
  • General understanding of accounting principles; governmental accounting knowledge preferred.

Nice To Haves

  • MBA and/or CPA preferred.
  • Municipal bond experience preferred.
  • Previous public transportation experience preferred.

Responsibilities

  • Strategically directs all aspects of the Finance division of the Authority, including establishing policies, goals, and objectives for financial management.
  • Oversee Financial Operations, Operating and Capital Budgets, Revenue Operations, Corporate Treasury, Real Estate, and Accounting Operations.
  • Ensures timely and accurate preparation and reporting of all financial data for the Authority and protection of its assets.
  • Develops and coordinates the use of private capital markets and other financial resources to support the Authority's overall capital and operating goals.
  • Oversee the Assistant Treasurer while planning and implementing the debt and financing strategies.
  • Works within Authority guidelines (legal, accounting, etc.) to administer current, ongoing, and future obligations. Areas of responsibility include but are not limited to the following: 1) Tax exempt revenue debt financing; 2) Long-term leasing; 3) Commercial bank relations; 4) Pension fund management.
  • Develops and oversees the annual operating and capital budgets, ensuring fiscal responsibility and alignment with organizational priorities.
  • Oversees Real Estate operations, including acquisitions, sales, leases, joint development programs, and property rights management.
  • Identifies and secures funding sources, including grants, public-private partnerships, and revenue initiatives.
  • Responsible for assuring compliance with funding and regulatory agencies, and interacts with Federal, State, regional and local transportation agencies on policies, procedures, laws, ordinances, and regulations.
  • Participates as a member of the Capital Executive Committee and the Procurement and Standard Form Contract.
  • Complies with all Authority and departmental safety and security policies and procedures as well as all applicable job safety responsibilities. Reports any safety concerns, compromises or hazards affecting operations, the public, self and/or other employees. Responsible for personal safety and is encouraged to promote the safety of others.
  • Performs other duties as assigned.
