About The Position

The Chief Financial Officer (CFO) for the State of Minnesota's Department of Employment and Economic Development (DEED) is a strategic leadership role responsible for overseeing all financial, accounting, budget management, and planning activities within the agency. The CFO will develop fiscal policies, manage complex procurement and grants, and provide guidance on financial matters to senior leadership. This position plays a critical role in ensuring compliance with state and federal regulations while optimizing resource allocation to meet departmental goals.

Requirements

• Five (5) years of leadership/management experience in mid to large size accounting or financial management operations within the last ten (10) years.
• Experience in development of finance policy, complex budgets and funding strategies, and application of accounting, budgeting, contracts/grants, and procurement processes.
• A bachelor's degree in accounting, finance, business management, public administration or policy, economics or other closely related field.

Nice To Haves

• Bachelor's or advanced degree in accounting, finance, business management, public administration or policy, economics or other closely related field.
• Experience in Statewide enterprise systems such as SWIFT, SEMA4, BPAS, CBS, FNTS, AMA, ELM, and/or other reporting tools.
• Experience in leading change and management skills to effectively lead including strategic planning and process improvement.

Responsibilities

• Plan and direct the development and implementation of financial policies, procedures, and controls.
• Provide overall leadership to the Administrative and Financial Services (AFS) department.
• Analyze the impact of executive decisions on department financial policies and operations.
• Direct the preparation of special financial reports to analyze and evaluate program activities for fiscal compliance.
