About The Position

The CFO is responsible for all financial operations of the organization. As a member of the Leadership Team, the CFO works in conjunction with the CEO, Directors and other management and program leads to ensure processes and procedures are following GAAP and State and Federal guidelines, all while minimizing risk and exposure and maximizing return. The CFO guides the general accounting processes including Accounts Payable, Accounts Receivable, Payroll, and Financial Reporting. The CFO is primarily responsible for annual cost reporting to the state, annual budgeting, annual audits, and monthly financial reporting and analysis, in addition to grant management and reporting.

  • Regular and reliable attendance is a requirement to this position
  • Bachelor’s degree in finance and/or Accounting.
  • 5 years of accounting experience in the non-profit sector, preferably in a healthcare or human services organization.
  • At least five years of related management experience required.
  • Must be able to pass a State of MN Department of Human Services criminal background study.
  • Valid driver’s license and good driving record
  • Must be 18 years of age.
  • Must be able to maintain a Minnesota driver's license and auto insurance

Nice To Haves

  • Previous experience in behavioral health, community health, and substance use services is advantageous.

Responsibilities

  • Operates as part of the leadership team providing vision, leadership and inspiration in planning, directing, and managing comprehensive alcohol, drug, and mental health systems of care.

  • Supervisees have been assigned responsibility in accord with the agencies’ need.

  • Conducts performance evaluations and recommends salary changes
  • Participates in problem solving with employees
  • Coaches and instructs employees as necessary
  • Perform other duties as assigned by the CEO.
  • Develop and present financial and statistical reports for the Board and CEO which are clear, concise and accurate.
  • Communicate with the Board and CEO in a manner which facilitates a good understanding of the behavioral health care financing environment.
  • Ensures that fiscal systems are fully operational, efficient, and accurate.
  • Creates and presents annual budget to Board and CEO.
  • Analysis of reports and programs pertinent to each department.
  • Maintain monthly reconciliations of appropriate accounts to verify accuracy.
  • Oversee the preparation of all agency operating budgets, including capital budgets in collaboration with Board and management team.
  • Reflect all operating budgets on monthly Profit and Loss statements.
  • Supervision of accounting supervisor and business supervisor in a manner that assures that the performance of each department meets expectations.
  • Remain current on billing regulations/standards, coding, revenue integrity, accounts payable, accounts receivable, payroll, health insurance, professional/property insurance, employee pension, grants management, and contract management.
  • Monitor the Centers’ salary administration processes.
  • Manage the Centers’ health and dental insurance.
  • Oversee the Accounting Supervisor in the monitoring of the Centers’ retirement and 401(k) plans.
  • Manage the Centers’ professional/property insurance plan
  • Accounting procedures and business detail
  • Supervises the completion of the various required audits, surveys, and external reports
  • Monitor cash flow and provide CEO and Board a monthly balance sheet which assures that cash is adequate to meet the expenditures of the organization.
  • Maintain good working relationships with external entities such as banking, insurance companies, county fiscal officers, and other mental health center CFOs.
  • Responsible for the overseeing of all IRS reporting including 5500 & 990's
  • Completes surveys, and informational reports as required by external programs.
  • Audits meet deadlines and reflect generally accepted accounting procedures.
  • Fiscal integrity and reputation of the organization is maintained both internally and with external business entities.
  • Insurance renewals are completed as needed. Insurance claims are monitored and submitted.
  • All IRS and MN State forms, whether internally or externally prepared, are reviewed for accuracy.
  • Monitor revenue streams and expenditures and provide the CEO and Board a monthly income statement with accuracy.
  • Ensures the successful operation of grants, fundraising, contracts, and reporting requirements
  • Review and have final responsibility for grant and contract details as delegated.
  • Financial partner for grant writing, applications, management and reporting.
  • Work cooperatively with program directors and supervisors
  • Monitor and/or complete reports required for contracts and grants
  • Grants and contracts are correctly implemented and reconciled from a fiscal standpoint.
  • Contracts are followed with appropriate safeguards in place for each including following timelines/deadlines
  • Work with unit directors and/or supervisors to develop and coordinate fundraisers as needed.
