The Chief Engineer/Engineering Services position manages the Engineering Services Division of the Transportation & Development Department. The role involves planning, managing, and overseeing engineering projects, operations, maintenance, and services. Responsibilities include allocating resources, supervising staff, recommending operating policies and procedures, and ensuring compliance with standards and regulations. The position requires independent decision-making and judgment in various functions essential to the daily operation of the Department. This is a senior management position that reports to the Director/Assistant Director of Transportation and Development.

  • Provides direction to subordinate staff concerning the execution of projects and tasks.
  • Interprets policy, regulations, and codes; identifies expectations regarding project completion, use of resources, and compliance with specifications and standards.
  • Coordinates with county, state, regional, and federal entities to secure funding for improvement projects.
  • Supervises staff directly and through subordinate supervisors; establishes performance expectations.
  • Provides and/or coordinates staff training and development; plans, directs, and evaluates work of staff.
  • Prepares and reviews project bid documents and annual contract documents.
  • Reviews, researches, and makes final recommendations for the award of bids to contractors, vendors, and consultants.
  • Monitors and assesses the progress and work product of staff; inspects work quality and compliance.
  • Prepares administrative forms, monthly reports, budget information, and other program information.
  • Responds to questions, complaints, and issues raised by the general public, contractors, and county officials.
  • Presents technical information, plans, and status reports to community groups and state agencies.
  • Researches, develops, and makes recommendations on transportation, traffic, and related issues.
  • Applies engineering principles and standards in investigation, evaluation, planning, and implementation.
  • Assists with the identification, development, and justification of departmental capital and operating budgets.
  • Responsible for administrating the Division's budget and managing capital construction projects.
  • Participates in the establishment and implementation of department policies and procedures.
  • Demonstrates ability for success in managing multiple projects and initiatives concurrently.
  • Performs the most technical and complex tasks relative to the assigned area of responsibility.
  • Plans, manages, and directs assigned transportation and development programs and engineering services.
  • Develops, analyzes, and/or reviews conceptual designs to address transportation-related issues.
  • Reviews and approves final design, material quantities, and cost estimates for projects.
  • Manages and maintains a land development program that meets state requirements.
  • Develops construction plans, specifications, and cost estimates for surface transportation projects.
  • Manages engineering consultant contracts and reviews submitted plans.
  • Directs manpower, equipment, and operations during emergency situations.
  • Master of Science Degree supplemented by six (6) years of experience in transportation engineering with three (3) years in a supervisory role; or
  • Bachelor of Science Degree supplemented by nine (9) years of experience in transportation engineering with four (4) years in a supervisory role; or
  • Any equivalent combination of education, training, and experience.
  • Must be a licensed Professional Engineer in the State of Georgia or able to attain within six (6) months of employment.
  • Must possess and maintain a valid Georgia driver's license.
  • Degree in the Civil Engineering field from an Accredited Board of Engineering & Technology (ABET) college or university.
  • Georgia Soil & Water Conservation Commission (GSWCC) Level II Design Professional certification.
