The Agency You’ll Join The New York City Mayor’s Office is responsible for overseeing city services throughout the five boroughs, coordinating public agencies and departments, and managing public property. New York City Mayor Eric Adams is head of the executive branch of New York City's government. The Team You’ll Work With The Office of the Deputy Mayor for Operations (DMO) works to advance the City's efforts to address policy matters across the five boroughs, coordinate operational efforts across the City's public agencies, improve access to services for all New Yorkers, and ensure agencies are run compassionately and effectively. The Deputy Mayor oversees 8 city agencies and 1 mayoral office: DOT, DEP, DSNY, DOB, DDC, SCA, Parks, TLC, and the Mayor’s Office of Climate and Environmental Justice. The Problems You’ll Solve The Chief Delivery Officer is dedicated to advancing the Administration’s priorities by - Cutting through the maze of bureaucracy and regulations that limit flexibility and drag out schedules, for smarter spending and meeting community commitments with public infrastructure. - Removing barriers to agency interactions with contractors, to create more opportunities for New Yorkers with good-paying construction jobs. - Meeting the moment to improve systems is necessary not only to maintain a state of good repair, but also, modernize our facilities and prepare New York for the future. Reporting to the Deputy Mayor for Operations, the Chief Delivery Officer is responsible for organizational effectiveness of the NYC capital delivery processes and works collaboratively across stakeholder agencies to drive the strategic vision essential to delivering results in project delivery and infrastructure initiatives. The Chief Delivery Officer will continue the work of the Mayor's Capital Process Reform Task Force (the Task Force) and represent the Deputy Mayor on relevant panels, public engagements, and press events to manage industry relationships and strengthen partnerships necessary to modernize NYC project delivery.

Requirements

You have graduated with a baccalaureate degree plus 10-15 years of full-time relevant professional experience in a field related to this position.
You have demonstrated experience in policy, urban planning, contract law, legislative process, project management, capital construction, or municipal or government operations.
You have exceptional written, verbal, and communication skills.
You have strong organizational skills and attention to detail.
You have the ability to self-manage, conduct rigorous research and outreach, and complete tasks in a timely fashion with minimal supervision.
You have experience in capital infrastructure improvements and civic engagement.
You are proficient with Microsoft Word, Excel, and PowerPoint.
You have a willingness to work as part of a team environment.
You are comfortable in a fast-paced environment with competing priorities.

Nice To Haves

You have New York City or state government work experience or relevant experience, is a plus.

Responsibilities

Lead city-wide implementation of Capital Process Reform initiatives and related project delivery initiatives across capital and infrastructure programs.
Publish an annual report that demonstrates meaningful progress with the 2022 recommendations made by the Task Force.
Participate in alternative delivery legislative strategy.
Monitor agency work plans to ensure alignment with 2025 delivery goals.
Advise on the implementation of project delivery reform initiatives across priority public buildings and infrastructure projects, facilitating coordination necessary for risk management with interagency and third-party stakeholder workflows.
Provide clearinghouse directions to manage workstreams and decision-making.
Prioritize advancement of the 15 in progress’ recommendations reported in the 2024 year-end report to scale impact and adapt to changing dynamics with coordinated street construction (joint bidding) legislation and program policy, PPB rules for project delivery, and implementation of advanced capital planning.
Provide other guidance or support as may be directed by the Deputy Mayor or the Operations team in support of the overall strategy and vision.
Facilitate continued engagement of the Capital Process Reform Task Force, including relevant working groups on breakout topics necessary to achieve goals.
Cultivate productive relationships with project stakeholders (internal and external to the City) to generate cooperation and buy-in on policy implementation, expanding the network of subject matter experts to provide context and direction.
Collaborate with external partners, including industry associations, establishing opportunities to build awareness around capital project delivery initiatives, attract industry partners, and enhance the impact of these reform efforts.
Provide and develop strategic guidance, direction, and assistance, with an understanding of operational feasibility on execution, including representing the Mayor’s Office in meetings and communications with city agencies and external stakeholders.
Support agencies in operationalizing changes and capacity building to achieve consistent outcomes with both legislative and internal process improvements.
Monitor adoption and solve problems to ensure policy commitments are widely adopted, identifying feedback loops and metrics to track for success.
Ensure the appropriate Mayor’s Office teams, including Communications and Intergovernmental, are informed and involved where needed on major initiatives.
Simplify complex concepts and nuanced details into crisp and easy-to-understand formats and language.
Issue direction and set goals for internal staff and consultants and facilitate workflow.
Exceptional interpersonal skills to interact effectively at all levels.
Work independently, organize work, and prioritize multiple assignments within established deadlines, keeping projects moving.
Maintain awareness of federal, state, and local political platforms, including issues of concern to the Mayor’s Office.
Present to internal and external executive management as required.
