Under the administrative direction of the Disability Insurance Branch (DI) Deputy Director, the Chief, Central Office (CO) Division, plans, organizes, and directs the division responsible for the development, establishment, and implementation of policy and procedure for the DI program. In this position, the incumbent participates in the planning, development, implementation, and direction of policies and procedures affecting the DI program and field office operations. The Chief, CO Division, acts as the principal policy advisor to the Deputy Director in the areas of Administration, Technology, Compliance, Communications, and Voluntary Plan. The Chief, CO Division, is responsible for overseeing the DIB project team's efforts related to the EDDNext Project. You will find additional information about the job in the Duty Statement.

Requirements

  • Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department's or agency's Equal Employment Opportunity Program objectives; and a manager's role in the Equal Employment Opportunity Program.
  • Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislature and Executive branches; analyze complex problems and recommend effective courses of action; and prepare and review reports; and effectively contribute to the department's or agency's Equal Employment Opportunity objectives.
  • CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.
  • CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.
  • CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

  • Demonstrated experience in gaining the confidence and support of executive leadership and provide an example of a project where you led a team that gathered information, analyzed data, created reports/presentations, and provided findings and recommendations to executive management.
  • Demonstrated experience with developing leadership staff and employees in an effort to create a work environment that stimulates initiative and learning, encourages professional growth development and recognizes individual and team achievements that lead to improved overall branch operations.
  • Demonstrated experience providing oversight to ability using sound judgement to recognize, mediate and manage conflicts, confrontations, and disagreements in a positive and constructive manner that promotes cooperation and improves teamwork and collaboration and contributes to a supportive work environment.
