About The Position

Richland Library is seeking to hire a Full-Time Chief Business Officer at our Main location . Description The position is primarily focused on directing, coaching, developing, and evaluating other people. Leads the day-to-day business operations for Richland Library (Library), including the finance, operations, security, and information technology departments and functions. Work involves providing strategic leadership across various departments and programs, overseeing assigned directors and managers, and advising and consulting on strategy, policy, and practice related to the Library's operations to improve and enhance existing business systems impacting the customer and staff experience. Serves as a member of the Executive Leadership Team and participates actively in strategic and long-term planning for the overall Richland Library system.

Requirements

Strong understanding of leadership development, instructional design, and staff engagement approaches.
Demonstrated ability to build trust, lead change, and motivate diverse teams.
Excellent communication skills, including the ability to present complex information clearly to various audiences.
Advanced knowledge of organizational structures and systems related to the business functions of finance, business operations, information technology, and trending best administrative practices, policy development, and related local, state, and federal guidelines
Skilled in effectively developing and presenting reports and presentations, sharing information and technical advice with a variety of audiences, and communicating professionally with public officials and media for various purposes
Ability to develop long-term financial strategy aligned with mission and government-funding realities; multi-year grant cycles, managing multi-million-dollar budgets with restricted and unrestricted funds.
Skilled at presenting to boards, government agencies, and non-financial staff.
Skilled in assessing public needs and situations, and in participating in and responding to cultural and intellectual activities of the community
Skilled in the use of Microsoft Office products (Word, Outlook, and Excel) and applicable department / organization-specific software, and the ability to learn and become proficient in the use of other specialized software as may be required
Bachelor's in business or public administration, business operations, finance, or related discipline; supplemented by ten (10) years of experience in operations management, fiscal planning, budgeting, reporting, and developing and/or implementing financial or business administration strategies, programs, and policies, including experience in strategic leadership and project management.

Nice To Haves

Master’s degree in business or public administration, and ten (10) years of experience either managing a business function or organizational administration, including at least three (3) years leading multiple departments/business units; two (2) years of experience working in a library
UKG and MUNIS experience a plus

Responsibilities

Plans and oversees workflows and time utilization of staff for assigned business areas; assigns and communicates daily activities and deadlines to staff
Assesses, plans, and implements best practice standards and assures compliance with all regulatory and funding agencies; compiles and submits data for trend analysis
Works closely with the Executive Director (ED), Deputy Director, Chief People and Culture (CPCO), Chief Engagement Officer (CEO), and members of the Executive Leadership Team to ensure daily operations of the library advance the goals of the strategic plan, support exceptional customer experience, and help public service staff achieve a standard of excellence
Executes decisions of the ED of programs, policies, procedures, and plans; acts as a trusted partner to the Administrative and Executive Leadership Team (ELT) to implement initiatives and develop strategy
Develops budget estimates and participates in planning and creating the Library’s annual budget, ensuring all funds are expended optimally
Provides direction to the overall business plan and strategic direction of the organization, ensuring a culture of high employee engagement; recommends to the ED policies to strengthen the administrative and operational functions of the organization
Collaborates with internal stakeholders and the Library’s contracted legal counsel to ensure all necessary policies, procedures, contracts, and agreements adhere to all local, state, and federal laws
Represents the Library by attending, making presentations, and/or speaking at internal and external meetings with a variety of audiences, organizations, and agencies
Follows organizational, County, and public health and safety guidelines and protocols, and performs job functions safely, and reports all safety hazards per established policies and procedures
Learns and consistently exhibits Richland Library’s brand promises in all interactions with customers and colleagues; provides outstanding customer service to all internal and external customers; successfully ascertains and meets the individualized needs of each customer
Oversees and participates in the development and administration of the departmental budget; approves the forecast of funds needed for staffing, equipment, materials, and supplies; approves expenditures and implements budgetary adjustments as appropriate and necessary
May be required to work nights and weekends based on organizational needs and job requirements.
