About The Position
Schuylkill County is currently seeking a Chief Assessor to join the team. The Chief Assessor reports directly to the County Administrator and serves as an integral part of the leadership team. This position is crucial for leading the Tax Assessment Office, where the Chief Assessor will exercise discretion and independent judgment in significant matters related to the assessment function. The role involves planning and directing the activities of the Tax Assessment Office, certifying assessed valuations, and scheduling assessment appeal hearings. As the Chief Assessor, you will provide direct supervision to the Tax Assessment Office team, ensuring that work is scheduled and assigned effectively. You will communicate and direct the implementation of work policies, standards, and procedures, while also providing on-the-job training and overseeing the supervision of Field Appraisers. Evaluating performance and making recommendations regarding hiring, discharge, and discipline will also be part of your responsibilities. In addition to managing the team, you will be responsible for the proper development and maintenance of land records, providing final reviews and notifications to the appropriate taxing authorities regarding additions, abatements, and exonerations to the tax rolls. You will prepare invoices and account for the collection of monies related to real estate and school bills, and certify all tax values for the county to municipal officials. Your role will also involve submitting reports to the State Tax Equalization Board and attending Board of Assessment appeals to assist in resolving disputes. The Chief Assessor will prepare budget recommendations and reports, review department expenditures and revenues, and meet with the County Administrator to discuss these recommendations. You will also manage reassessments as warranted and ensure compliance with PA General Assessment Laws and County Assessment Code.
