About The Position

The primary focus of this position is to administer public improvement-related policies and procedures in the Bureau of General Services Division of Planning, Design and Construction. This is a professional services position consisting of project management work related to the construction of new buildings and the major renovation of existing buildings and structures. Work includes assisting a multitude of State agencies with their public improvement-related projects; procuring architects, engineers, and other professionals to design, permit, and administer successful construction projects; evaluating contract drawings and specifications, procuring, negotiating and coordinating construction contracts; and providing / overseeing construction administration services. Work is performed in a supportive team environment under limited supervision

Requirements

  • Knowledge of principles and practices of architecture and various engineering disciplines.
  • Knowledge of building construction materials and methods and techniques applicable to the construction and maintenance of buildings.
  • Knowledge of considerations and best practices of contracting.
  • Knowledge of applicable laws, rules, regulations, policies, procedures, paperwork, terminology, and core operations.
  • Ability to create, design, review and critique architectural and engineering plans, prepare specifications, and make technical computations and cost estimates.
  • Ability to direct and ensure technical and professional associates.
  • Ability to understand and interpret project objective and plans from various perspectives presented as oral and written instructions.
  • Ability to direct the work of professional consultants.
  • Ability to establish and maintain effective working relationships.
  • Ability to stay current and understand, discuss, explain, and apply applicable rules, regulations and policies.
  • Ability to use applicable computer programs.
  • Ability to communicate effectively, orally and in writing.
  • A Baccalaureate Degree in Architecture or Engineering and eight (8) years of experience in the design and/or project management of building-related construction projects.

Nice To Haves

  • Licensure as an Architect issued by the Maine State Board for Licensure of Architects, Landscape Architects and Interior Designers or licensure as a Professional Engineer as issued by the Maine State Board of Licensure for Professional Engineers is preferred.

Responsibilities

  • Develops design specifications, project plans, schedules, and cost estimates for building construction, alterations, and repairs to existing structures, in order to facilitate quality construction.
  • Writes Requests for Qualifications (RFQ) for professional services, and oversees or monitors interviews and other elements of the selection process for architects and engineers in order to engage the most qualified professionals.
  • Conducts and monitors bidding process including recording and evaluating bids and sub-bids in order to make recommendations for award of contracts.
  • Writes Invitations for Bids (IFB) and Requests for Proposals (RFP), reviews plans and specifications prepared by others in order to responsibly recommend construction contractors and proposed public improvements projects.
  • Negotiates, prepares, approves and researches design and construction documents on behalf of the Division in order to be in conformity with policies, regulations, Rules and Statutes.
  • Inspects facilities and reports on conditions of same in order to develop and present recommendations.
  • Collects data and develops reports in order to recommend capital improvement projects for the statewide capital plan.
  • Consults and confers with governmental officials, superintendents of schools, architects, engineers, contractors, suppliers, building committees, and in-house staff involved in planning and construction process in order to facilitate planning and construction.
  • Develops and maintains records of estimated and actual project costs in order to prepare and evaluate project budgets.
