This senior level position is located within the Center for Health Care Facilities Planning and Development and reports directly to the Center Director. This position provides overall management of the Acute Care Policy and Planning program, evaluating and making recommendations to the Commission on the approval or denial of acute care services, including specialized cardiac services. The Chief of Acute Care Policy and Planning provides leadership in the development and implementation of policies, regulations, and planning initiatives governing Maryland's acute care delivery system. This includes oversight of general and specialty hospitals, freestanding medical facilities, ambulatory surgical centers, residential treatment centers, and cardiac services. The position reports to the Director of the Center for Health Care Facilities Planning and Development and serves the Executive Director and Commissioners of the Maryland Health Care Commission (MHCC). The Chief oversees the development of State Health Plan chapters, provides guidance for Certificate of Need (CON) review-related policy, and manages staff involved in the regulatory review of acute care and specialized cardiac services. The position collaborates with elected officials, health care providers, and other stakeholders to ensure Maryland's health care system promotes quality, access, and cost-effectiveness. The Chief leads the planning, regulatory, and policy activities for acute care services, including hospitals, ambulatory surgical facilities, and specialized programs. This position oversees the development and updates of State Health Plan chapters, regulations, and related policy guidance for acute care services. The Chief provides leadership and technical guidance on acute care Certificate of Need (CON) policy issues and regulatory reviews for hospital and specialized cardiac services while supervising and mentoring staff, setting priorities, establishing work plans, and evaluating performance. The position also conducts analyses of health care costs, access, quality, and utilization trends related to acute care and specialty programs. In collaboration with the Maryland Department of Health and other partners, the Chief aligns acute care and health planning efforts with broader state health initiatives. Additionally, the position represents MHCC at public meetings, legislative hearings, and interagency work groups on acute care and health planning matters and supports Commission leadership in drafting regulations, evaluating proposed legislation, and preparing reports and presentations.
