About The Position

Cogeco is a leading broadband and entertainment provider, driving customer loyalty through exceptional digital experiences. We leverage the Agile operating model to build and rapidly iterate on our consumer-facing web and mobile applications, which are critical to customer self-service, content delivery, and smart home integration. We are seeking a technologist to lead our Web & Mobile App Development as the Chapter Area Lead for the entire Frontend and Full-Stack Engineering craft. This unique dual role requires balancing strategic delivery with hands-on talent development: The What & When: Accountable for the technical vision and delivery of the entire customer-facing web and mobile application portfolio. The How & Who: Responsible for defining the engineering craft, standards, and professional development for all Frontend and Full-Stack developers across multiple Agile Crews.

Requirements

  • 5-10 years of deep experience in software development, with 5+ years in a senior technical management role (Director-level or equivalent).
  • 5+ years working within a scaled Agile or Lean organization, with proven experience as a Chapter Lead, Crew Lead or Product Owner
  • Proven track record of successfully launching and scaling high-traffic, consumer-facing web and mobile applications for a large enterprise, preferably within the telecommunications or media sector.
  • Full-Stack Proficiency: Expert-level knowledge across the full stack, including:
  • Frontend: JavaScript/TypeScript, modern frameworks (React, Vue, or Angular), and cross-browser/responsive design.
  • Backend/APIs: Experience with server-side languages (e.g., Node.js, Java, Python), API design (REST/GraphQL), and integration with enterprise systems.
  • Cloud & DevOps: Strong architectural knowledge of public cloud platforms (AWS, Azure, or GCP) and advanced DevOps practices, including containerization (Docker, Kubernetes).
  • Performance: Mastery of application performance monitoring (APM) tools, web vitals optimization, and network-level security best practices.
  • Servant Leader: Demonstrated ability to lead by influence, empower autonomous teams, and champion the growth of engineers over personal technical tasks.
  • Strategic Communicator: Exceptional ability to communicate highly complex technical issues, trade-offs, and investment plans to executive (non-technical) stakeholders.
  • Bias for Action: A proactive, decisive leader focused on driving continuous improvement in engineering velocity and product quality.

Responsibilities

  • Cross-Platform Strategy: Define and own the technical roadmap and architectural standards for all major customer access points: responsive web portals, consumer-facing APIs, native iOS/Android apps, and Progressive Web Apps (PWAs), ensuring alignment with Cogeco's business goals.
  • Delivery & Scalability: Partner with Crew Leads and Product Owners to oversee the planning, budgeting, and execution of the digital portfolio, ensuring high availability and performance at massive scale for millions of users.
  • Architecture Modernization: Champion the adoption of modern frontend architectures (e.g., micro-frontends, component-based systems) and full-stack integration patterns to maximize code reuse and cross-platform consistency.
  • DevOps & Quality: Drive the implementation of advanced CI/CD, automated testing, and observability practices specifically tailored for mobile and web deployment, ensuring secure and frequent releases.
  • Innovation: Actively scout, evaluate, and integrate emerging web and mobile technologies (e.g., new frameworks, WebAssembly, edge computing) to maintain a competitive advantage for Cogeco.
  • Chapter Leadership: Serve as the direct manager, coach, and mentor for all Chapter Leads within the Frontend/Full-Stack domain.
  • Technical Standards: Define, evolve, and enforce coding standards, security protocols, and best practices for Frontend and Full-Stack development across all Agile Squads.
  • Talent Development: Orchestrate the recruitment, performance management, and career pathing for all engineers in the Chapter Area. Proactively identify skill gaps and create targeted learning programs (e.g., mobile security training, advanced React workshops).
  • Knowledge Sharing: Facilitate regular Chapter syncs to break down silos, promote knowledge transfer, and cultivate a cohesive engineering community focused on craft excellence.
  • Resource Optimization: Work with Crew Leads to ensure Chapter members are deployed to Squads in a way that balances business value delivery with individual development and career goals.
