About The Position

Koniag IT Systems, LLC, a Koniag Government Services company, is seeking a Change Management Specialist- Mobile Training Team 2 with a TS/SCI security clearance to support KITS and our government customer at Langley Air Force Base, VA. The Change Management Specialist serves as part of Mobile Training Team, delivering wing-level adoption facilitation across Air Combat Command's CONUS and OCONUS installations. Executes a structured ADKAR-based adoption framework designed by the Deputy Program Manager, ensuring every Regional Cluster A ACC wing receives consistent behavioral change scaffolding regardless of geographic location or cluster assignment. This is not a desk job. Change Management Specialist will deploy on multi-week regional rotations covering multiple wings per trip, working directly with Airmen at their home stations to facilitate AI and RPA adoption through stakeholder engagement, adoption workshops, solution-a-thons, and Train-the-Trainer certification programs. Program success is measured by user adoption outcomes, not training completions.

Requirements

  • Security Clearance: Secret (T3) clearance minimum – Required at start for all non-ISR Wing visits
  • TS/SCI clearance required before any ISR Wing or classified environment assignment
  • ISR Wing rotations will not be scheduled until TS/SCI is confirmed
  • Non-ISR Wing rotations may proceed with Secret clearance while TS/SCI adjudicates
  • 4+ years of hands-on organizational change management experience in DoD or federal government environments
  • Proven track record facilitating technology adoption, process change, or cultural transformation initiatives
  • Experience working with military or civilian personnel in operational environments (DoD settings)
  • Demonstrated success overcoming resistance and driving behavioral change at the unit/team level
  • Prosci ADKAR certification – Required (or actively in progress with completion within 90 days of hire)
  • CompTIA Security+ (DoD 8140.03 baseline) – Required
  • Stakeholder engagement and adoption workshop facilitation – Must have direct, documented experience
  • Proficiency with ADKAR, Kotter, or equivalent change management frameworks
  • Ability to assess organizational readiness and design targeted interventions
  • Strong presentation, facilitation, and interpersonal communication skills
  • Comfort working independently in unfamiliar operational environments with minimal supervision
  • Travel & Schedule Expectations: 50-60% travel on multi-week regional rotation schedules
  • Rotations typically cover 2-4 wings per trip clustered geographically to minimize travel overhead
  • Example rotation: 3 weeks covering Langley AFB, Seymour Johnson AFB, Shaw AFB with 5 working days per wing plus travel days
  • 5-7 days between rotations for debrief, material updates, and JBLE-based VILT support
  • Schedule coordinated 21+ days in advance with wing POCs and COR to deconflict with operational tempos
  • Between rotations, you will: Contribute to Virtual Instructor-Led Training (VILT) delivery from home base or JBLE
  • Update training and adoption materials based on lessons learned
  • Coordinate upcoming wing visits with the Deputy PM and MTT 1 Technical SME
  • Participate in quarterly user forums and adoption campaign development
  • Measured against adoption outcomes, not activity counts:
  • 100% wing visit coverage for all assigned Regional Cluster A wings within the annual schedule
  • Train-the-Trainer certification of at least one qualified candidate per Regional Cluster A wing visit
  • Adoption workshop facilitation at every Regional Cluster A wing producing documented use case intake for the prototype development pipeline
  • Solution-a-thon execution at minimum two Regional Cluster A wings per year with documented prototype initiations
  • Stakeholder engagement sessions with Regional Cluster A wing leadership at every visit, documented in trip reports
  • ADKAR framework execution consistency validated through Deputy PM quality reviews

Nice To Haves

  • Experience supporting Air Force or ACC installations
  • Background in Air Force culture, organizational structure, and operational tempo dynamics
  • Familiarity with AI/ML, RPA, or data analytics technologies (technical implementation not required, but conceptual fluency preferred)
  • Previous work as a training facilitator, instructional designer, or adult education specialist
  • Experience with DAF365, SharePoint, or other Air Force collaboration platforms
  • Understanding of ISR, intelligence, or combat operations mission sets

Responsibilities

  • Wing-Level Adoption Facilitation
  • Deploy to ACC wings on multi-week regional rotation schedules as part of MTT 1 (Cluster A: Western CONUS and OCONUS installations)
  • Execute the Deputy PM-designed ADKAR adoption framework at every wing visit, ensuring consistency with MTT 1 (Cluster A) delivery
  • Conduct stakeholder engagement sessions with Cluster A wing leadership, unit commanders, and functional leads to build adoption commitment
  • Facilitate adoption workshops where Airmen identify AI/RPA use cases relevant to their specific mission contexts
  • Lead solution-a-thons and ideation events where users prototype AI/RPA solutions collaboratively with technical SMEs
  • Behavioral Change Scaffolding
  • Apply Prosci ADKAR methodology (Awareness, Desire, Knowledge, Ability, Reinforcement) to structure every Cluster A wing engagement
  • Assess organizational readiness and identify adoption barriers specific to each Cluster A wing's culture and operational tempo
  • Design and deliver interventions addressing resistance, skepticism, and change fatigue
  • Create reinforcement mechanisms ensuring adoption persists after MTT departure (local champions, peer networks, success story campaigns)
  • Train-the-Trainer Certification
  • Identify and develop qualified Train-the-Trainer candidates at each Cluster A ACC wing during visits
  • Deliver advanced facilitation training, hands-on practice sessions, and certification assessments
  • Provide each certified trainer with complete course materials, facilitation guides, assessment rubrics, and platform administration guidance
  • Create sustainable training capacity at each Cluster A wing that persists independently of contractor support
  • Adoption Campaign Execution
  • Coordinate Cluster A wing-level success story campaigns highlighting mission-relevant AI/RPA use cases
  • Facilitate quarterly virtual user forums connecting trained Airmen across ACC to share lessons learned and identify new opportunities
  • Support annual in-person roadshows at major ACC installations to build communities of practice
  • Deliver leadership messaging templates and data summaries supporting command-wide adoption communications
  • Collaboration with Technical SME
  • Deploy as a two-person team with MTT 1's AI/RPA Technical SME on every wing visit
  • Coordinate adoption activities with technical workflow discovery sessions conducted by the SME
  • Translate technical AI/RPA capabilities into mission-relevant value propositions for operational users
  • Ensure adoption interventions align with prototype development timelines and transition schedules
