Your Opportunity We are seeking a highly experienced Change Management Leader to join our established Program Management Team (PMT) within the Cincinnati, OH MSDGC Client Program Management Office. This is an opportunity to play a critical leadership role within a large, integrated team delivering a regulatory-driven wastewater infrastructure program with a capital value exceeding $1.3B. The portfolio includes eight major projects, including landmark WWTP facility upgrades and a $150M stormwater tunnel project. These projects will be delivered using both conventional design-bid-build (DBB) and progressive design-build (PDB) methods. The program represents a 10-year phase of the City/County Consent Decree Wet Weather Improvement Program (WWIP), delivered within a dynamic, highly collaborative project environment. This role offers strong growth potential as the program advances. Requirements

  • Deep understanding of change management principles, public sector contracting, and project change methodologies.
  • Demonstrated experience leading structured change processes within large capital programs.
  • Strong project management background with exceptional facilitation and communication skills.
  • Advanced analytical, problem-solving, negotiation, and conflict resolution capabilities.
  • Proven ability to influence and collaborate across diverse, multi-disciplinary teams.
  • Strong relationship-building skills with a team-oriented, solutions-driven mindset.
  • Experience with industry-standard change management tools and templates.
  • Excellent judgment, organizational skills, and written and verbal communication abilities.
  • Proficiency in digital project management platforms, including Trimble eBuilder (Unity Construct).
  • Bachelor of Science in Engineering, Construction Management, or a related discipline.
  • Minimum 15 years of relevant experience in change management within large capital or infrastructure programs.

Responsibilities

  • Develop and implement a tailored change management strategy aligned to MSD and the project specific needs of the eight regulatory projects.
  • Establish and lead a robust Change Review Committee process to evaluate all cost-related changes, including PDB contingency requests, allowance utilization, change requests, change orders, and claims.
  • Provide strategic insight and counsel to MSD Project Managers, Portfolio Managers, and Deputy Director.
  • Collaborate proactively with stakeholders to identify, forecast, and address change impacts across scope, budget, and schedule.
  • Partner closely with Schedule and Risk Management Leads as part of the RSC Team.
  • Coordinate with the Contract Review Lead to assess any contractual and legal issues related to budget and schedule changes.
  • Serve as a coach and facilitator to strengthen organizational change readiness and capability.
  • Apply industry standards, tools, controls, and best practices to ensure disciplined change governance.
  • Define, monitor, and report KPIs through MSD dashboards to track performance and mitigate emerging risks.
  • Perform related duties as required to support successful program delivery.
