About The Position

Purpose: Responsible for the planning, structure evaluation and administration of the financial operations of the defined Regional Hospitals and affiliated corporations.

Requirements

  • Bachelor's degree in finance, accounting or related business field required.
  • 10 years of related work experience required.
  • 5 years managerial or supervisory experience required.
  • Act 34

Responsibilities

  • Maintain effective relationships and communication with leaders from UPMC defined Regions, Hospital Presidents, Hospital CFO's, Hospital Boards, management, medical staff and clinical areas in developing the Region's mission, strategic plans, budgets, resource allocation, operation plan and policies.
  • Develop tools and systems to provide critical financial and operational information to the Hospital Presidents and CFO, UPMC Central PA to make actionable recommendations on both strategy and operations.
  • Responsible in conjunction with other members of the various management teams for formulating short- and long-term goals and plans for organizational components within area of responsibility, as well as the overall hospital network, including the Regional long-range financial plan, annual budget and return on investments.
  • Develop and implement plans to ensure long range protection of Hospital capital assets through the budgetary and strategic planning processes.
  • Engage the hospital management teams around issues, trends, and changes in operations and their financial impact.
  • Develop, approve and secure approval of policies for responsibility areas/functions and for subordinate functions/areas designated to ensure the attainment of agreed-upon goals in accordance with approved plans.
  • Ensure the development of procedures necessary to implement approved policies.
  • Has overall financial responsibility for Region's finance areas including those areas integrated across UPMC.
  • Develop and secure approval of a coordinated budget for areas of responsibility, guides and assists managers in the development of their budgets as necessary.
  • Administer or delegate and monitor the administration of budgets, approving expenditures, reviewing reports, etc.
  • Ensure maintenance of appropriate internal controls and financial procedures.
  • Responsible for selection, training, continuing education, performance evaluation and discipline of departmental management and staff.
  • Ensure effective departmental organization, staffing levels, management control procedures, workflow patterns, record keeping and communication vehicles are maintained.
  • Communicate and enforce Network-wide and departmental policies and procedures.
  • Provide the operational direction necessary to ensure efficient and effective delivery of fiscal services.
  • Staffs various Hospital and Board Committees.
  • Responds to Board inquiries and direction.
  • Advises Board of Hospital financial and property management issues.
  • Remains active in community, state and national committees to assist with Hospital outreach to the community.
  • Monitors governmental and third-party regulatory and payment changes.
  • Acts as lobbyist in the Hospital's interest.
