About The Position

Under the close supervision of the County Assessor or designated administrator, collects data and performs inspections and appraisals of real property, emphasizing commercial properties in Weber County.

Requirements

  • Must have a Certified General Appraiser OR Certified Residential with commercial experience, OR Licensed Appraiser license with commercial experience, in good standing with the Utah Division of Real Estate OR the ability to obtain one through reciprocity within three (3) months of hire date.
  • Knowledge of appraisal methodologies such as sales comparison, cost approach, and income capitalization.
  • Expertise in evaluating various types of commercial properties, including condominiums, and small multi-family units.
  • Understanding of local real estate markets, trends, and economic factors affecting property values.
  • Familiarity with commercial construction practices, materials, and architectural styles.
  • Awareness of factors affecting property condition and depreciation.
  • Ability to analyze and synthesize data from various sources to determine accurate property values.
  • Precision in identifying property features, reviewing comparable sales, and documenting findings.
  • Skill in managing multiple appraisals simultaneously while meeting deadlines.
  • Strong written skills for preparing detailed, clear, and concise appraisal reports.
  • Expertise in leveraging appraisal and data analysis software to enhance accuracy and efficiency.
  • Ability to make impartial and objective decisions based on evidence and established standards.
  • Capability to perform on-site inspections, which may involve walking through properties, climbing stairs, or navigating uneven terrain.
  • Flexibility to adapt to changing market conditions, regulatory updates, or client requirements.
  • Strong commitment to professional ethics and compliance with legal and industry standards.
  • Comfort with calculations, adjustments, and interpreting statistical data for accurate valuations.

Responsibilities

  • Collect and verify data from various sources, e.g., sale and lease information from market participants, zoning and improvement information from local government offices, etc., as required.
  • Discover, inspect, and appraise vacant and improved commercial real property annually to estimate the fair market value for ad valorem tax purposes.
  • Establish commercial value assessments before closing the roll via statistical studies, e.g., assessed-sale ratio.
  • Collect, verify, and correct county assessment records via physical and electronic inspections.
  • Understand and comply with Utah laws, Utah Tax Commission Administrative Rules, and USPAP rules regarding real property valuation for ad valorem tax purposes.
  • Prepare appraisal reports and presentations.
  • Review appeals filed through the Board of Equalization.
  • Represent Weber County as an expert witness in Board of Equalization hearings, proceedings before the Utah State Tax Commission, and court proceedings.
  • Train and mentor Appraiser Trainees and Licensed Appraisers as assigned.
  • Performs assigned customer service duties.
  • Other duties as assigned.
