About The Position

Directs the Central Business Office (CBO) and serves as the financial and accounting arm of the Department of Administrative Services (DAS). The CBO is responsible for forecasting, budgeting, accounting, contract processing, and monitoring of capital and operating budgets of offices/departments including: Emergency Management, Equity, County Executive, Corporation Counsel, Board of Supervisors, DAS, Human Resources, and others as assigned.

Requirements

  • Current residency within the State of Wisconsin upon application required
  • Bachelor’s degree or higher in Business, Public Administration, Accounting, Finance or closely related field required
  • Five (5) years or more of work experience in Accounting, Finance or Budget/Fiscal Management required
  • Three (3) years or more of work experience in a Management or Director role required
  • Advanced knowledge of all related computer and software applications such as Microsoft Word, Outlook, PowerPoint, Teams and Excel required

  • Certified Public Finance Officer (CPFO) certification
  • Financial Planning and Analysis (FP&A) certification

Responsibilities

  • Direct Oversight of Central Business Office - Leads day-to-day operations. Assigns work, owns methods used, provides training on budget and accounting functions. Sets standards for high-quality customer service. Coaches and counsels team. Involved in strategic decision-making, conflict resolution and employee engagement.
  • CBO Staff Development - Leads hiring, training, employee development, performance management, and annual reviews. Fosters a positive work culture, providing mentorship and professional development opportunities for staff. Conducts regular team meetings to ensure alignment.
  • Manages Day-to-Day Accounting and Year-End Closing - Manages day-to-day financial practice for all service departments. Design and lead year-end closing operations, including carryovers. Responds to requests from external and internal auditors. Establishes actionable and measurable fiscal KPI's to drive efficiencies in forecasting.
  • Operating and Capital Budget Preparation and Monitoring - Development, implementation, and monitoring of CBO customer supported budgets. Collaborates with customer departments to ensure proper allocation of resources for both Capital and Operating budgets. Reviews and approves fiscal reports, ensuring accuracy and compliance.
  • AMOP Policy Compliance and Development - Assists DAS Director and Milwaukee County division leaders with the development and enforcement of Administrative Manual (AMOP) policies and procedures ensuring financial practices meet county, state, and federal regulations.
  • Special Projects - Develops, leads, and assists in county-wide special project assignments and other initiatives as assigned. Stay networked with fiscal contacts throughout Milwaukee County to track, plan and exercise financial system and operations improvements.
  • Serves as a Member of the DAS Leadership Team - Leads or participates in strategic planning of financial and operational objectives for DAS. Identifies opportunities for process improvements to increase efficiency and effectiveness. Implements best practices to streamline operations, minimize costs, and improve services.
  • Departmental Financial Leadership - Uses data analytics to create solution-oriented recommendations to leadership on departmental budgets, ensure planning and spend align with strategic initiatives, project plans, and GASB standards. Expands AI and automation to shape future fiscal strategy into actionable insight.
  • Advanced Financial Reporting and Executive-Level Decision Support - Serves as a key advisor to DAS Director on financial, and operational status reports to county leadership, external partners, and stakeholders. Prepares, tracks and presents detailed reports for board meetings. Advises DAS leadership on various policy items.
