About The Position

Subject to administrative approval of the Executive Director of the Capital Development Board (CDB), serves as the CDB Administrator of Capital Construction Strategy for Capital Development Board. Manages and administers CDB Capital Construction Strategy Program and ensures the overall business strategy for capital construction projects incorporates the most state-of-the-art and /or innovative business, financial, contractual, and technical solutions.

Requirements

  • Requires knowledge, skills and mental development equivalent to completion of four (4) years of college with a degree in architecture, engineering or construction management.
  • Requires four (4) years of progressively responsible administrative experience in the field of architecture, engineering, or construction management.
  • Requires completion of a background check and self-disclosure of criminal history.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver’s license and proper vehicle insurance.
  • Requires physical ability to stand, walk, walk on uneven surfaces, balance, stop, kneel, climb stairs and ladders, and maneuver in tight spaces all in varying weather conditions.
  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
  • Requires the use of an agency supplied cell phone and laptop.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during State employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.

  • Prefers seven (7) years' experience in managing multiple complex design and construction projects independently.

  • Prefers five (5) years' extensive experience with a wide range of technology software including but not limited to: construction scheduling solutions Primavera P6, MS Project, Smartsheet and Procore; construction industry BIM and CAD solutions such as AutoCAD, BIM, Revit or Bluebeam; office software packages including Microsoft Office Products (Outlook, Word, Excel Power Point and Teams), and virtual meeting platforms, including Cisco Webex.

Responsibilities

  • Directs project portfolio activities to achieve broad strategic goals, allowing for analysis and prioritization across different projects.
  • Directs the resources, activities, and complex projects of staff to serve client agencies to ensure projects meet scope, schedules and budget constraints.
  • Serves as spokesperson and mediator for CDB with stakeholders including leadership of client agencies, government officials and public vendors.
  • Manages and supervises a staff of professional Statewide Portfolio Managers, ensuring staff are compliance with all applicable statutes, rules, policies and procedures.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
