The Intake Prioritization and Licensing Program Specialist reports to the CCR Intake Proritization and Licensing Manager III and is responsible for receiving, prioritizing and routing intakes that are received from various sources in accordance with relevant statutes, rules, policies, and procedures. This position assesses intakes and determines the allegation type, assigns priority, and is repsonsible for the routing of prioritization data to assist the CCR leadership team in identifying trends and patterns, mitigating identified intake risks, planning program improvements, and developing policy. The Intake Prioritization Program Specialist performs complex analysis of complaints received, requests for information, reported incidents from the general public, legislative offices, news media, other agencies and organizations, regulatory services staff, children receiving services in CCR operations and family members in accordance with HHSC policies and procedures. The position answers phone calls, reviews faxes, mail and internet information received. This position will review and evaluate complex applications/forms/requests for providers who are applying for a permit including the review of all documentation for accuracy and completeness. This position reviews, processes, and determines provider’s eligibility by reviewing applications, and compare to statute and rules requirements. This position interprets and communicates state and federal rules and regulations to CCR staff and providers. This position performs advanced consultative services and technical assistance to program staff, other governmental agencies, community organizations, and the general public on the rules, policies and procedures related to prioritization and permitting for child care operations. The position requires use of extensive latitude and independent judgment in carrying out the tasks assigned.

Requirements

  • Knowledge of local, state, and federal laws and regulations impacting the Regulatory Services Division.
  • Skilled in analyzing and interpreting complex state legislation, regulations, program policies, and procedures.
  • Skilled in problem solving, conflict resolution, and providing customer service.
  • Skilled in effective verbal and written communication.
  • Skilled in using basic computer programs for developing, editing and maintaining e-mail, word documents, excel spreadsheets, and data related charts, graphs and tables.
  • Ability to use independent judgment and critical thought.
  • Ability to analyze and present complex information verbally and in writing.
  • Ability to work under pressure in a fast-paced, deadline-oriented environment.
  • Ability to prioritize workload and meet deadlines with minimal supervision.
  • Skilled in emotional intelligence.
  • Graduation from an accredited four-year college or university or relevant experience that is equivalent to a four-year degree. Experience and education may be substituted for one another on a year to year basis.
  • Two years full-time consultative, supervisory, managerial, social service, professional or technical work which must include analysis of work problems having an administrative aspect and interpretation of complex written material.

Nice To Haves

  • Experience in Child Care Regulation or Regulatory Services Division preferred.

Responsibilities

  • Receives, processes, and evaluates intake reports and incidents and assigns the accurate priority for investigation.
  • Distributes prioritizatized intake reports for investigation.
  • Communicates on a complex level with internal and external stakeholders to provide, exchange or verify information, answer inquires, address issues or resolve problems or complaints.
  • Prepares summary of written and oral complaints, incidents and information issues.
  • Conducts complex review of application and supporting documentation and provides technical assistance to applicants.
  • Drafts, edits, tracks and evaluates technical assistance provided and applicant responses.
  • Reviews and evaluates forms, fee payments, technical data, and associated records related to applications for accuracy and completeness.
  • Coordinates license and inspection processes with CCR regional offices and Centralized Background Check Unit.
  • Reviews and interprets inspection findings to determine if applicants are in compliance with minimum standards and meet eligibility requirements.
  • Based on review and evaluation, makes final determination to approve or deny applications.
  • Issues permits.
  • Ensures critical information is updated in the appropriate data systems to update and maintain application and permit data.
  • Analyzes data, trends, and other reports to identify and plan improvements to the child care regulation program.
  • Interprets statute, rules, regulations, standards, policies, and procedures, related to prioritization and permit requirement to internal and external stakeholders.
  • Maintains current knowledge in assigned area by reviewing statute and rules, attending training, and communicating with other professionals.
  • Provides highly complex technical assistance and consultation regarding program requirements and resolves customer concerns.
  • Analyzes information, including legislation and other agency policies and procedures, for the impact on child care regulation.
  • Collects, organizes, analyzes, and prepares material in response to requests for information and for reports.
  • Other duties as assigned.
