This position will report directly to the Child Care Regulation (CCR) Director of Field for Daycare (DC) Operations and will perform senior level managerial and supervisory work to run a team of program specialists that will prioritize all intakes for the DC team and process applications and issue permits for new operations. This positions works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. This position performs complex (journey-level) managerial work of the CCR DC Intake Prioritization and Licensing team’s daily prioritization ofintakes and permit operations and activities. The Intake Prioritization and Licensing Manager is responsible for planning, assigning, and monitoring the work of staff. Thisposition screens, selects, hires, manages, and develops staff assigned to the position’s area of responsibility. This position establishesprogram goals, objectives, and priorities and monitors staff performance through observations, workload review, performance evaluations,quality assurance reviews, and other statistical reports. This position approves time and leave, and ensures equipment and software needs are met across the program. This position monitors the program area for compliance with agency-wide and specialty training requirements, oversees, prioritizes, and approves budget decisions related to unit expenses and training. This position performs advanced consultative services and technical assistance to program staff, other governmental agencies, community organizations, and the general public on the rules, policies and procedures related to prioritization and permitting for child care operations. This position must use critical thinking skills daily to make decisions that ensure accurate completion of mission-critical tasks, as well as make complex decisions regarding prioritization of intakes, training needs, and business processes.

Requirements

  • Knowledge of local, state, and federal laws and regulations related to Regulatory Services Division.
  • Skilled in analyzing and interpreting complex state legislation, regulations, program policies, and procedures.
  • Skilled in problem solving, conflict resolution, and providing quality regulatory customer service.
  • Skilled in effective verbal and written communication.
  • Skilled in using basic computer programs for developing, editing and maintaining e-mail, word documents, excel spreadsheets, and data relatedcharts, graphs and tables.
  • Ability to use independent judgment and critical thought.
  • Ability to analyze and present complex information verbally and in writing.
  • Ability to work under pressure in a fast-paced, deadline-oriented environment.
  • Ability to prioritize workload and meet deadlines with minimal supervision.
  • Skilled in emotional intelligence and leadership principles.
  • Graduation from an accredited four-year college or university. Experience and education may be substituted for one another on a year to year basis.
  • Two years full-time consultative, supervisory, managerial, professional, or technical work which must include: analysis of work problems having an administrative aspect and interpretation of complex data. Experience in planning, organizing, and coordinating requirements for support services or program operations where a wide range of demands are involved.

Responsibilities

  • Oversees the Daycare Intake Prioritization process. Responsible for ensuring that the processing and prioritization of intakes is in accordance with statute, rules, and policy. Provides technical expertise on complex intake prioritizations. Develops and implements techniques for the review of prioritization decisions. Establishes policies and procedures that ensure that staff have completed prioritization processing decisions in accordance with the statutory requirements and rules.
  • Oversees the application and permitting process. Responsible for ensuring that applications are processed in accordance with statute, rules, and governing policies to ensure correct and timely permitting decisions. Ensures that permitting decisions are properly coordinated with the field and other appropriate organizations.
  • Leads staff with emotional intelligience and identifies areas for regulatory reform and continuous process improvement. Makes recommendations to leadership, and develops policies and procedures to improve the implementation of and ongoing compliance with state and federal child care regulations related to the permitting process, and the prioritization process.
  • Recommends automation enhancements for the Child Care Licensing Automation Support System (CLASS). Routinely reviews and recommends improvements to divisional training, certification, and handbook materials. Prepares workload, performance, and activity reports for CCR and Regional Operations leadership to ensure program efficiency.
  • Guides staff on ensuring critical information is updated in the appropriate data system to update and maintain application and permit data. Assists with staffing reviews of inspection findings to determine if applicants are in compliance with minimum standards and permit eligibility requirements.
  • Represents the division in a variety of internal and external stakeholder meetings, communications, and forums, including informative sessions about intake prioritization functions, public meetings, court hearings, and conferences. Provides expert technical interpretation of policies related to intake prioritization and permit requirements to internal and external stakeholders. Acts as the permitting subject matter expert for CCR Daycare Operations.
  • Performs other duties as assigned and required to maintain unit operations, which may include but is not limited to completing intake prioritization work for a variety of populations, supervising additional staff during vacancies or extended leave, or completing work products that would normally be assigned to program specialist staff for completion.
