The Child Care Regulation (CCR) IT liaison plans, tracks, coordinates, and leads enhancements and projects related to changes to and maintenance of CLASS, CLASSMate, CCR’s Provider Portal, and the Search Texas Child Care Search website. The project manager is responsible for writing and reviewing IT project documents and communications to identify, explain, and justify complex application changes. The project manager participates in requirements, design, and testing sessions and is the lead for reviewing and approving IT documents. The project manager is responsible for identifying and receiving input from other stakeholders and must work with external stakeholders for systems that interface with CLASS. The project manager also coordinates user acceptance testing, identifies and tracks defects, develops reports using Oracle SQL, and performs data analysis.The position regularly works with IT staff and the CCR management team to identify and resolve issues. The position works under limited direction with extensive latitude for the exercise of initiative and independent judgment to define and analyze requirements for CCR technology. The position assists in developing legislative initiatives or Legislative Appropriation Requests needed to enhance, update, and maintain all technology CCR depends upon to carry out its critical missions. The position must be able to work independently, analyze complex problems, develop effective solutions, and use discretionary judgment. The position provides important information and makes decisions related to project scope, timelines, CCR policies, and strategies.

  • Oversees activities for IT projects for CCR by identifying, analyzing, prioritizing, managing, and making decisions on multiple projects concurrently.
  • Provides input, direction, and decisions for functional requirements to the technology resources based on advanced analysis of CCR policy and practice, as well as staff input.
  • Oversees assignments to staff who participate in IT projects regardless of direct reporting authority.
  • Directs assignments to staff for the collection, organization, analysis, and preparation of materials needed for project implementation and success, and reviews and approves their work products.
  • Responsible for reporting CCR priorities, project status, and any anticipated risks to executive-level staff. Must use independent judgment to identify concerns before the agency and/or clients/providers are negatively impacted.
  • Develops queries and runs reports to conduct data analysis about IT activities.
  • Participate in the development and implementation of change management for CCR, including communication and sponsorship activities.
  • Develop, collaborate with, and coordinate training activities; assist with training course design and development reviews.
  • Responsible for researching, writing, editing, and disseminating CCR policy and/or procedures as it relates to IT changes.
  • Performs other duties as assigned and as required to maintain unit operations.
  • Knowledge of CCR policies, procedures, and applicable laws and regulations

  • Bachelor's degree from an accredited college or university. Experience and education may be substituted for one another on a year-for-year basis.
  • Experience in supervision, management, or leading projects, or working on complex IT applications.
  • Complete and well-written application.
  • Project Management Professional (PMP) preferred
  • Regulatory program experience preferred.
