The CCBHC Program Director is responsible for performing all duties associated with overseeing the Certified Community Behavioral Health Clinic (CCBHC) initiative in Gateway’s Washington County catchment area. The CCBHC Program Director ensures that the required services are in place that the CCBHC staffing criteria are met that data and quality measures are carried out and that effective partnerships are built with the designated collaborating organizations (DCOs) and the community. The position is also responsible for implementing state and federal grants associated with the CCBHC which includes acting as the Project Director for SAMHSA grants that may be awarded.

  • Collaborates with CCBHC Director and Leadership Team to strategize on program innovations that promote the mission program quality and financial integrity of the CCBHC.
  • Collaborates with the Team Managers and Directors in the program to build commitment to and ownership of the mission and goals of the CCBHC model.
  • Leads the community needs assessment process in Year 1 and every 3 years thereafter ensuring that consumers, medical providers, schools, social service agencies, behavioral health providers, and other key stakeholders are included in the process.
  • Identifies populations that experience health disparities and develops a plan for reducing the disparities by improving access to behavioral health services that are culturally and linguistically appropriate.
  • Collaborates with internal and external service providers, community members, and other stakeholders in outreach and engagement of specific populations and establishment of care coordination agreements.
  • Guides the development of services that fully meet the CCBHC criteria.
  • Supervises the CCBHC-specific specialty staff including the Behavioral Health Training Supervisor, Family & Community Care Coordinator, and community-based clinical staff.
  • Works with CCBHC Director and program leadership to set goals, establish workflows, support staff in their implementation, collect data, and assess processes and outcomes.
  • Conducts process improvement activities based on program outcomes under the guidance of the Quality Improvement and Accreditation Department.
  • Establishes protocols for client services delivered by Designated Collaborating Organizations (DCOs) to ensure their compliance with documentation, data collection, and CCBHC criteria.
  • Develops CCBHC-related materials with support from Brown University Health Communications Department.
  • Supports the Family & Community Care Coordinator in the recruitment and coordination of the Consumer Advisory Council.
  • Supports the Training Supervisor in coordinating training in the identified evidence-based practices.
  • Monitors compliance with CCBHC criteria attesting annually with required documentation evidence.
  • Ensures all deadlines and deliverables are met for state and federal requirements.
  • Develops workplans, prepares reports, and communicates regularly with the State and any other grantors.
  • Attends state and local community meetings related to the CCBHC and the behavioral health needs of the community.
  • Oversees the budget allotted for management or development of CCBHC activities coordinating with program managers on budgetary needs for staffing to meet the CCBHC.
  • Master's Degree minimum in Human Services field (Public Health, Health Administration, Social Work, Psychology, Education); behavioral health license preferred.
  • At least five years professional experience in community mental health or related setting.
  • At least three years professional experience managing programs/projects including grants.
  • At least three years experience supervising staff.
  • Ability to engage and motivate staff in working towards mission of the agency.
  • Ability to translate the vision and goals into action; change management.
  • Excellent written and verbal communication skills and strong interpersonal skills.
  • Ability to manage financial systems for budgeting.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions.
  • Ability to work collaboratively as a team to coordinate program activities and establish a presence in the community.
