Implements CATS Quality Management System within Operations Schedules and performs audits and/or inspections of internal activities, consultants, contractors, and suppliers Provides Quality Assurance support for state-of-good repair projects Works with CATS Management and all levels of CATS staff, consultant staff representatives, contractors and suppliers, and other organizations retained to implement transit capital projects and programs Solves process problems and implements process improvements Major Duties and Responsibilities: Perform internal and external quality audits Monitor and evaluate Quality Plan implementation and effectiveness Investigate quality complaints, audit findings, and review action taken to eliminate the causes of such complaints Support failure investigations, using root cause analysis tools, and proposing/implementing corrective actions Promote use of statistical analysis for determination of improvements Drive for continuous improvement. Facilitate personnel to find root causes of issues and translate them into lessons learned. Enable competence leads/owners to translate lessons learned into guidelines, operations/maintenance rules, or process improvements. Assist in the development of quality assurance procedures Ensure documented processes for operations and maintenance are reviewed periodically Assist in administration of document management system, including distribution and control of quality documents Interact with contractors/suppliers on quality assurance/quality control activities and review their hardware and reports Consult and work with operations staff to establish QA requirements for startup activities including overhauls, testing, training, and commissioning requirements Ensure that consultant and contractor Quality Plans are in place, being followed, and meeting contract requirements Review/prepare reports concerning the results of investigations, repairs, nonconformances and corrective actions Chair Rail Operations Change Control Board committee; serve on various committees including Safety and Security Review committee to provide guidance related to QA issues Develops and maintains quality control programs and processes; tool calibration management, verify equipment is calibrated as required and calibrations are documented in accordance with requirements Coordinate with safety management and personnel to assist in Safety Management System implementation Identify and assess the QA requirements for equipment maintenance Observe routine activities to assure compliance with established procedures Organize and conduct QA training sessions Perform other duties as assigned Knowledge: In-depth understanding of quality assurance and quality control principles, including internal and external auditing practices. Familiarity with root cause analysis methodologies and corrective/preventive action processes. Strong knowledge of statistical analysis tools and their application in quality improvement initiatives. Working knowledge of document control systems, quality documentation standards, and regulatory compliance. Understanding of operations and maintenance procedures, particularly in industrial or transportation environments. Awareness of Safety Management Systems (SMS) and their integration with quality programs. Skills: Proficient in conducting quality audits, evaluating Quality Plan effectiveness, and identifying areas for improvement. Skilled in investigating quality complaints, analyzing audit findings, and implementing corrective actions. Ability to facilitate continuous improvement initiatives, including lessons learned and process optimization. Competent in developing and maintaining QA procedures, including calibration management and equipment verification. Strong interpersonal and communication skills for effective collaboration with contractors, consultants, and internal teams. Capable of organizing and delivering QA training sessions to enhance team competence and compliance. Abilities: Ability to lead cross-functional teams in quality investigations and improvement projects. Demonstrated ability to review and interpret technical reports, nonconformance documentation, and contractor QA plans. Able to chair and contribute to committees such as Change Control Boards and Safety Review panels, providing expert QA guidance. Capacity to observe and assess routine operations to ensure adherence to established procedures and standards. Ability to coordinate startup QA requirements, including overhauls, testing, and commissioning activities. Minimum Qualification: Bachelor's Degree and one-year of experience.
