About The Position

We are seeking a strategic and detail-oriented Category Manager, Professional Services & Contingent Workforce to lead sourcing and category management for professional services, temporary staffing, independent contractors, and consulting engagements. This role will drive value through supplier optimization, cost control, compliance, and risk mitigation while aligning with organizational goals and workforce strategies.

Requirements

  • Bachelor's degree in a related field.
  • Ten (10) years of experience in supply chain.
  • Strategic sourcing experience.
  • Proven ability to analyze and translate data into actionable insights to develop category strategy.
  • Proven track record of delivering initiatives from conception through completion.
  • Superior written, oral, and interpersonal communication skills.
  • Highly self-motivated and directed, with keen attention to detail.
  • Ability to prioritize and execute tasks in a rapidly changing environment.
  • Collaborative, team player with a 'can-do' attitude and effective listening skills.
  • Must be a U.S. citizen with no dual citizenship.
  • Must be able to obtain and maintain a U.S. Department of Energy (DOE) clearance.

Responsibilities

  • Develop and execute sourcing strategies for assigned categories, including professional services supporting legal, IT, HR, engineering, and management consulting services.
  • Analyze market trends, supplier capabilities, and spend data to identify opportunities for cost savings and innovation.
  • Lead RFPs, RFIs, and contract negotiations with staffing agencies, consulting firms, and independent contractors.
  • Establish performance metrics and manage supplier relationships to ensure service quality and compliance.
  • Monitor category spend, identify cost drivers, and implement controls to reduce total cost of ownership.
  • Collaborate with Legal and HR to assess co-employment risks and lead reviews of service agreement terms and conditions.
  • Partner with stakeholders in HR, Legal, Finance, and Operations to align sourcing strategies with workforce planning.
  • Support contingent workforce governance, onboarding processes, and vendor classification.
  • Maintain category-specific procurement policies and ensure adherence to internal controls and federal/state regulations.
  • Champion continuous improvement in category performance by evolving sourcing methodologies, deepening supplier partnerships, and increasing transparency and accountability across the services lifecycle.
