Position Summary The CASS Manager is responsible for administering and maintaining the Continuing Analysis and Surveillance System (CASS) in accordance with 14 CFR §135.431. This position ensures the ongoing analysis, monitoring, and evaluation of the effectiveness of the company’s inspection program and all maintenance, preventive maintenance, and alteration activities. The CASS Manager collects and analyzes operational and maintenance data, conducts internal audits and surveillance activities, evaluates program effectiveness, identifies trends or deficiencies, and supports corrective actions to maintain regulatory compliance and enhance operational safety. This role serves as a key component of flyExclusive’s safety and quality oversight structure, ensuring maintenance programs remain compliant with FAA Part 135 regulatory requirements.

Requirements

  • High School Diploma or equivalent
  • 3 years aviation experience (corporate highly preferred)
  • Strong data analysis and reporting skills
  • Proficiency with Microsoft Office Suite
  • Strong presentation and public speaking ability
  • Must be legally authorized to work in the United States without sponsorship

Nice To Haves

  • Associate’s degree or higher in Aviation, Safety, Quality, or related field
  • FAA Airframe & Powerplant (A&P) License
  • Experience working within FAA Part 135 or Part 145 environments
  • Experience supporting CASS, SMS, or Quality Assurance programs
  • Experience supporting FAA audits or regulatory oversight activities
  • Experience with aviation maintenance tracking systems preferred
  • Familiarity with database and automation platforms (AirTable or similar)

Responsibilities

  • Administer and maintain the company’s Continuing Analysis and Surveillance System (CASS) in accordance with FAA 14 CFR §135.431.
  • Assist with approved vendor program, training and keeping up with ELTs in fleet.
  • Conduct ongoing analysis and surveillance of the effectiveness of the company’s inspection program and all maintenance, preventive maintenance, and alteration activities.
  • Perform internal audits and surveillance activities of maintenance operations, repair stations, and contracted maintenance providers.
  • Ensure the CASS program includes adequate procedures and standards to meet FAA Part 135 regulatory requirements.
  • Collect, extract, and analyze operational, maintenance, reliability, and audit data to identify trends, risks, or systemic deficiencies.
  • Conduct root cause analysis based on probability, severity, and operational impact of identified issues.
  • Initiate and track corrective actions and quality improvement initiatives for identified deficiencies.
  • Provide timely and comprehensive audit reports and surveillance documentation following each audit or surveillance activity.
  • Maintain an organized data management system for CASS records, audit documentation, and surveillance data.
  • Monitor fleet maintenance data to identify performance trends affecting aircraft reliability and operational safety.
  • Coordinate with Quality Assurance, Maintenance Control, and operational leadership regarding findings requiring corrective action.
  • Prepare and present the Quarterly CASS Surveillance Report to the CASS Review Board and leadership team.
  • Support FAA audits, regulatory oversight activities, and internal compliance reviews.
