About The Position

Supervises and oversees the daily activities of Human Services Caseworkers performing risk assessment and case management. Provides technical support, training and guidance to staff. Provides technical support, training and guidance to community partners to develop and support service partnerships and expand community options for clients and families. May maintain a caseload of complex, confidential and/or sensitive clients. Works under the direction of the Program Manager and establishes methods and procedures for attaining specific goals and objectives and receives guidance in terms of broad goals. Provides supervision of Caseworkers. Any one position may not include all of the duties listed nor do the listed examples include all duties, which may be found in positions of this class. Provides instruction, training and oversight to new employees on conducting assessments, developing treatment or service plans, prior authorizations, and other documents; accessing and utilizing program regulations; following state and County procedures for obtaining and funding services for clients, monitoring service delivery, utilizing the state automated system for long term care, adult and child protective services, and documenting contacts and case activity. Reviews case records for accuracy in meeting state and County regulations, timelines, and procedures. Hires staff and provides accountability for employees within the work unit, which includes scheduling, assigning and reviewing work, corrective action, and performance evaluations. Perform necessary supervisory duties according to County personnel policies and procedures. Acts as a resource or expert in long term care adult and child protective services program area, providing technical assistance and support to other employees in the unit. May maintain a caseload of complex, confidential, and/or sensitive clients. Enters and updates case/client information to maintain computer database records. Assists Caseworkers in correcting errors, managing complex cases, and developing strategies for meeting compliance standards. May fill in for Caseworkers on their workloads during extended absences or at times of higher workloads. Responds to and assists in resolving inquiries, complaints, and requests for information from clients, State, and collateral departments or agencies; provide information regarding long term care and community services; researches various sources for additional information; refers clients and public to related services and programs for financial, social, educational, residence, or other resources. Identifies training issues based on case record reviews, develops and presents training for the unit on problematic or new regulations or procedures. Prepares and presents program information to community agencies to educate them on the program processes and requirements. Develops and maintains professional contacts with other County departments, staff, and collateral agencies to make appropriate referrals and coordinate services and information flow. Attends seminars, conferences, workshops, classes, lectures, etc., as appropriate, to enhance and maintain knowledge of trends and developments in field; review professional journals, attend association and professional meetings, and otherwise maintain contacts with professionals to facilitate exchange of information. Requirements

  • A Bachelor’s degree from an accredited college or university in Social Work or a human behavioral science field.
  • A minimum of five (5) years progressively responsible experience in a related field.
  • Principles, practices, and objectives as related to case management including assessing needs, evaluating individual situations, and designing treatment or service plans for clients.
  • Advanced methods and techniques of casework including in-depth therapeutic approaches, affecting changes in behavior, and diagnostic assessment.
  • Scope and application of laws and regulations pertaining to adult and child protective rules, Medicaid/Medicare benefits and services.
  • Medical terminology, diagnoses, medications, treatments, and the effects on functioning ability.
  • Scope and application of laws and regulations pertaining to specific program clients.
  • Employ various therapeutic modality techniques.
  • Update and assess changing needs of client and incorporate changes into treatment plans
  • Act as an official representative of the County in a professional manner with local, State, and national agencies and organizations.
  • Ability to express ideas clearly and concisely, orally and in a variety of written formats.
  • Must be able to interpret, apply, explain and enforce all applicable laws, codes, regulations, policies and procedures to a wide range of audiences and levels of knowledge.
  • Ability to assemble, organize and present statistical, financial and technical information derived from a variety of sources.
  • Ability to read, analyze, and interpret complex and technical documents including contracts, maps, and complex management and financial reports and respond to the most sensitive inquiries or complaints.

  • Ability to prepare industry specific technical reports and budgeting information.
  • Ability to effectively communicate with the public, federal, state and county officials, employees, community agencies and the public.
  • Must possess the ability to establish and maintain cooperative working relationships with fellow employees, representatives of other agencies and organizations and members of the community.
  • Work with the media to maintain a positive image of the County to the community.

  • Must be proficient in word processing, database manipulation, spreadsheets, email, and the knowledge to save and retrieve documents from a variety of destinations and sources with a high degree of accuracy.
  • Must be able to learn the software and programs related to the position and the County.
  • Must possess and maintain a valid Colorado Driver’s License and satisfactory driving record.
  • Willingness to work outside of traditional business hours to meet the needs of clients.
  • Willingness to travel overnight and long distances for trainings or the transportation of clients.
  • Must complete drug testing, finger print background check and Central Registry/TRAILs background check.
  • Successful completion of NIMS IS 100, 200, 800 and 700 within one (1) year of employment.
  • Act as a credible witness when testifying in court.
  • For Child Welfare Supervisors: This position requires the employee to be part of an on-call rotation schedule. An on-call employee is required to remain near a telephone, cell phone or pager and to respond to a call or page as soon as reasonably practicable. The on-call employee is free to pursue personal pursuits while on-call, but is expected to be reasonably available and within a reasonable distance of their work site during the entire on-call period for the purpose of responding to an emergency. The employee must also be mentally and physically able to perform the required work.
