About The Position

Provides leadership, coordination, and oversight in planning, developing, and delivering clinical screening, assessment, case management and referral services for publicly funded substance use treatment and recovery programs in Cumberland and Perry Counties. Provides leadership within the Drug and Alcohol Commission, County and Community on substance use disorder issues and resources.

Requirements

  • Bachelor's degree in Addiction, Psychology, Counseling, Human Services, Sociology, Social Welfare, Nursing, or a related field, plus computer training.
  • Professional Certification or Licensure preferred. Non-licensed or credentialed staff must be case management certification eligible with plans to obtain within 1 year.
  • Related education may be substituted for the required experience, and appropriate experience may be substituted for the required education.
  • Prior to employment candidate must receive clearances from: PA State Police, FBI, PA Child Abuse Registry, and Office of the Inspector General. These clearances must be maintained throughout employment.
  • A minimum of three years of experience in human services casemanagment. Substance use disorder intervention, case management, or treatment preferred
  • Past coordination or leadership experience. Supervision of human services teams preferred. Clinical focused supervision preferred.
  • An equivalent combination of training and experience may be accepted.
  • Meet the minimum experience, education, and training for the job.
  • Meritorious service: defined as the absence of any discipline above the level of written reprimand during the 12 months preceding the closing date of the posting.

Responsibilities

  • Develops and monitors Case Management Unit goals, objectives, and performance measures; reports progress to supervisor.
  • Oversees daily operations, including schedules, staff assignments, case reviews, and scheduling.
  • Facilitates unit meetings and provides individual supervision to staff.
  • Conducts annual performance evaluations and sets performance goals within county guidelines
  • Develops and communicates unit procedures and policies.
  • Leads Court Reporting Network (CRN) program operations for the Commission and ensures staff training, recertification, and compliance.
  • Serves as a key contact with DDAP and PACDAA providing presence for the Commission on teams focused on adult casemanagment.
  • Maintains collaborative relationships with treatment providers, County Assistance Offices, Prisons, Probation, Specialty Courts, and other human service agencies.
  • Leads problem-solving meetings to ensure quality assurance and effective partnerships.
  • Assesses community needs and resources on an ongoing basis to identify treatment and recovery needs. Emphasizes evidence-based practices as needs are identified.
  • Provides Culturally responsive assistance to all clients and makes recommendations for resources needed for special population groups.
  • Develops evaluation tools for Case Management services and analyzes data (e.g. direct service logs, state-required data, client satisfaction surveys) and recommends program improvements.
  • Provides input on budget planning and funding trends for Case Management Unit.
  • Provides timely input on funding needs and trends to management and fiscal to provide increased coordination of services for clients.
  • In partnership with Fiscal and leadership monitors budget needs and makes timely adjustments based on trends in compliance with funder requirements.
  • Contributes to DDAP Treatment Needs Assessment, audits, and reports.
  • Provides case management services including screenings, assessments, treatment coordination, and referrals.
  • Coordinates social determinants of health, Medical Assistance applications, and continuing care reviews.
  • Conducts Court Reporting Network (CRN) screenings for DUI offenders and maintains PennDOT database records.
  • Participates in court hearings for the Commission and supervises staff involvement.
  • Orients clients to services and reviews required documentation.
  • Assesses non-treatment needs and provides referrals.
  • Conducts follow-ups to support aftercare and recovery services.
  • Responds to information and referral requests.
  • Leads annual site visits to contracted providers; prepares written reports
  • Conducts on-site visits to treatment and recovery facilities.
  • Provides input on contracting needs.
  • Ensures compliance with confidentiality laws and state/federal guidelines.
  • Represents Case Management unit in various public forums and with the media.
  • Participates in advisory boards, provider meetings, and collaborative projects with other departments (e.g., Mental Health, Aging, Probation, CYS).
  • Maintains client files and enters data into state systems.
  • Collects and reports statistical and outcome data.
  • Ensures staff meet DDAP training and certification requirements.
  • Performs other related duties as assigned.
  • Occasional evening or weekend work may be required.
