About The Position

The Career Services Manager (CSM) is responsible for achieving federal, state, and local WIOA Title I Adult and Dislocated Worker performance targets quarterly (Employment, Median Earnings, Credential Attainment, and Measurable Skill Gains). The CSM leads a team of Career Advisors serving Adults and Dislocated Workers to deliver WIOA-compliant career and training services, including development of Individual Employment Plans (IEPs), Priority of Service adherence, enrollment in ETPL approved training via ITAs, and MWE data integrity.

Requirements

  • 3–5 years of WIOA Title I Adult/Dislocated Worker experience, including case management and ETPL/ITA administration.
  • Proven record managing WIOA performance metrics (Employment, Earnings, Credential, MSG).
  • Expertise in MWE (or equivalent system), service coding, documentation standards, and compliance.
  • Working knowledge of Priority of Service, co‑enrollment, supportive services, and exit/follow‑up requirements.
  • Microsoft 365 proficiency (Excel analytics), databases/CRM; strong writing and presentation skills.
  • An action-oriented, entrepreneurial, adaptable, and innovative approach to planning.
  • Ability to work effectively in collaboration with diverse groups of people, especially those with extreme barriers to employment.
  • This position is contingent upon the successful candidate completing a criminal background investigation.
  • Access to reliable transportation, as this position is primarily in-person at WSM Wheaton or the WSM Germantown location.

  • Supervisory experience leading WIOA teams across multiple sites; experience with TEGLs/eCFR implementation.

Responsibilities

  • Performance Leadership: Build strategies to meet/exceed WIOA Title I performance indicators (Employment Rate Q2/Q4, Median Earnings, Credential Attainment, MSG) and translate metrics into weekly team action plans.
  • Manage team of 8-12 career advisors.
  • Provide direct leadership, supervision, and daily support to a team of 8–12 Career Advisors across multiple locations, ensuring consistent service delivery, equitable workload distribution, and strong team communication.
  • Conduct regular 1:1 coaching sessions, performance check‑ins, and professional development planning to strengthen Advisor skills in WIOA case management, documentation, and customer service.
  • Monitor Advisor caseloads, service levels, documentation quality, and progress toward WIOA indicators, offering guidance and corrective actions when necessary.
  • Create a positive, collaborative team culture by fostering accountability, recognition, skill-building, and continuous improvement across all Advisor roles.
  • ETPL / ITA Stewardship: Ensure Individual Training Accounts (ITAs) are used only with ETPL‑approved programs, verify program codes and training outcomes, and coordinate with Compliance on credential/MSG documentation and case closure timeliness in MWE.
  • Supportive Services Governance: Oversee Supportive Service approvals (transportation, tools, fees) ensuring alignment with local policy, funding limits, and direct tie to WIOA‑authorized activities; prevent use for non‑ETPL training.
  • MWE Data Quality: Enforce case note standards, service coding accuracy, MSG documentation (progress reports, transcripts, OJT progress), credential uploads, and timely follow‑up outcomes.
  • Partnerships & Pipelines: Collaborate with Business Services and Instructional Services to align training with in‑demand sectors, work‑based learning, and credential‑bearing pathways; use LMI to inform offerings.
  • Staff Development: Deliver recurring training on WIOA fundamentals (eligibility, Priority of Service, IEPs, service coding, MSG/credential evidence, ETPL), and coach Advisors using dashboards and file‑review feedback.
  • Stakeholder Representation: Represent WSM in workforce board committees, partner meetings, and public sessions regarding WIOA Title I programs, outcomes, and continuous improvement.
