About The Position

COWI is seeking a Capture Specialist to help build impactful strategies for major infrastructure pursuits across North America. This role involves managing proposal development processes and collaborating across departments to secure key transportation, water, marine, and energy projects. The position is based in San Diego, California, and is a full-time, permanent role with a hybrid working arrangement. The Capture Specialist will work closely with a team of experts and report to the Business Development Director, contributing to significant projects in the region.

Requirements

  • A Bachelor's Degree in Marketing, Communications, Business, or a related field.
  • A minimum of 8 years of experience in a marketing, business development, or proposal management function within a professional service firm.
  • Comprehensive local San Diego market knowledge of clients, selection processes, and information sources.
  • Proficient project management, relationship-building, and collaboration skills, with the ability to lead and negotiate with strong personalities.
  • Strong business acumen and an innovative, creative approach to problem-solving.
  • Advanced computer skills with Adobe Creative Suites and MS Office software.
  • The ability and willingness to travel as needed.

Responsibilities

  • Take end-to-end ownership of the entire proposal development process for assigned pursuits.
  • Lead collaborative, integrated proposal teams to plan, develop, and deliver winning proposals.
  • Support pursuit identification and capture plan development for the San Diego market.
  • Collaborate with technical staff to produce high-quality proposals and marketing resources.
  • Perform market research and track business development leads to identify new opportunities.
  • Facilitate the development of lasting relationships with current and potential customers.
  • Manage proposal resources and timelines to meet all production deadlines.
