About The Position

The Police Captain serves as a command staff officer within the Columbia College Police Department. Under occasional supervision, the Captain provides leadership and oversight of all police personnel below the rank of Captain, including specialized divisions such as Road Patrol and Special Operations. The Captain is responsible for departmental administration, research and analysis, budgeting, grants, and high-level supervisory duties. This position requires the exercise of independent judgment, integrity, and discretion in managing sensitive materials such as personnel files, internal affairs, and investigative case files. The Captain ensures the enforcement of Columbia College rules, regulations, and policies, as well as local, state, and federal laws, while maintaining the safety and security of students, faculty, staff, and visitors.

Requirements

  • Bachelor’s degree from an accredited college or university.
  • Completion of training and certification through the South Carolina Criminal Justice Academy, including Basic Law Enforcement Certification.
  • NCIC Certification required.
  • Additional certifications may be required by the department.
  • Valid state driver’s license.
  • Equivalent combinations of education and law enforcement experience will be considered.
  • Strong knowledge of law enforcement operations, criminal investigations, and emergency response.
  • Ability to lead, motivate, and supervise law enforcement personnel effectively.
  • Proficiency in preparing reports, analyzing data, and managing budgets.
  • High level of integrity, discretion, and sound judgment in handling sensitive matters.
  • Excellent verbal and written communication skills, including the ability to testify in court and represent the department professionally.
  • Ability to perform under stress in emergency and high-risk situations.
  • Proficiency with firearms, defensive tactics, and law enforcement equipment.
  • Ability to operate vehicles, firearms, restraint devices, and related police equipment.
  • Must be physically fit and able to defend oneself and others from physical assault.
  • Ability to exert up to 30 pounds of force occasionally, and perform tasks requiring walking, running, climbing, balancing, and restraining individuals.
  • Must meet physical and training requirements as established by the department.

Responsibilities

  • Supervise and direct all departmental personnel below the rank of Captain.
  • Develop and implement operational programs, departmental policies, and procedures.
  • Oversee preparation and submission of administrative reports, including SLED and FBI reports, statistical data, and departmental documentation.
  • Respond to and manage emergency and high-risk situations, including public disturbances, accidents, and criminal activity.
  • Conduct and oversee investigations; secure crime scenes; assist with federal, state, and local law enforcement operations.
  • Ensure compliance with the College Security and Emergency Plans.
  • Provide protective services for dignitaries and coordinate with partner agencies during special events.
  • Manage departmental resources, including vehicles, equipment, and supplies.
  • Assist with budget development, purchasing, and grant funding efforts.
  • Conduct and oversee background investigations of job applicants.
  • Represent the Chief of Police when authorized and provide leadership in administrative and operational matters.
  • Maintain departmental databases and perform computer data entry.
  • Issue parking citations, warrants, and summons as required.
  • Provide security escorts, traffic direction, and general assistance to the campus community.
  • Attend required training, maintain physical fitness, and sustain proficiency in firearms use.
  • Perform other duties as assigned to support departmental operations.
