About The Position

The Captain - Near Coastal is responsible for the safe navigation and operation of the University vessels in near coastal waters (up to 200 miles offshore) serving as vessel master; supervises crew and vessel operators and trains them on safe operation practices and safe maneuvering of vessels through various situations.

Requirements

  • High School Diploma or any equivalent combination of education and experience.
  • Three years of relevant industry experience Post Master's License, including experience troubleshooting marine engines and electronics.
  • Current and valid Class C vehicle license.
  • Current and valid 100-ton Master’s License-Near Coastal (up to 200 nautical miles) or greater.
  • Valid Transportation Worker Identification Credential (TWIC).
  • Ability to obtain United States Powerboat Instructor Certification within 1 year.
  • United States Coast Guard issued 100 ton Masters Near Coastal License or greater.
  • Computer and related software.
  • Strong verbal and written communication skills.
  • Strong interpersonal and organizational skills.
  • Ability to multi-task and work cooperatively with others.
  • Ability to safely operate motor vehicles and tow trailers.
  • Knowledge and skills with diesel mechanics, marine electrical, and marine electronics.
  • Must pass a USCG/DOT drug test prior to employment and participates in the University’s random drug testing plan.
  • Must have ability to respond to emergencies as directed.
  • This position is security sensitive
  • This position requires compliance with state and federal laws/codes and Texas A&M University System/TAMU policies, regulations, rules and procedures
  • All tasks and job responsibilities must be performed safely without injury to self or others in compliance with System and University safety requirements

Nice To Haves

  • Bachelor’s degree in Marine Transportation, Maritime Administration, or Marine Systems Engineering.
  • Five years post license or relevant experience.
  • United States Coast Guard issued Master 1600 ton-Unlimited Oceans with STCW endorsements.

Responsibilities

  • Serves as Vessel Master and navigates vessels safely and skillfully.
  • Provides operational leadership for their directed area of responsibility and onboard the vessel of which they are the master.
  • Maintains a positive working environment and relationships with other colleagues and units on campus.
  • Responsible for the fiduciary oversight of budgets and operations in their area of responsibility in accordance with published processes, rules, policies and law.
  • Ensures the overall safety of the vessel and all persons onboard.
  • Ensures operational readiness and maintenance of vessels.
  • Ensures crew is properly trained.
  • Responsible for discipline of direct report personnel.
  • Coordinates logistics with all shore side personnel and port officials.
  • Responds to emergencies as directed.
  • Will require use of University owned vehicles.
  • Manages and directs assigned personnel in the operations and maintenance of assigned vessels.
  • Adds items to the Maintenance Data System and assign maintenance items to yourself and assigned personnel.
  • Maintains list of daily, weekly, monthly, and yearly preventative maintenance items on each boat and complete them on time.
  • Supervises the completion of maintenance tasks.
  • Submits application for inspection with USCG.
  • Ensures that the vessels meet inspection criteria and perform the inspection with the USCG.
  • Solicit bids from shipyards.
  • Supervises shipyard and inspection activities.
  • Schedules and documents emergency drills as required by USCG.
  • Ensures Emergency Procedures, Safety Speech, Captain’s Checklist, Operations Manuals, and Hurricane Plan are reviewed and updated annually.
  • Ensures vessel documentations, in paper and electronic form, are current and correct.
  • Updates charts, and required nautical publications regularly.
  • Completes timely employee evaluations and job qualification requirement documentations.
  • Manages budget for assigned area of responsibility and submit monthly expense reports.
  • Performs emergency drills as required by USCG.
  • Develops and updates training materials and delivers training to internal and external personnel.
  • Assists with vessel operator training program for TAMUG.
  • Trains personnel on their responsibilities.
  • Performs other duties as assigned.
