About The Position

The Contract Specialist IV is selected by and reports to the Manager Contract Administration and Contract Oversight within the Medicaid/CHIP Division. The Contract Specialist IV performs advanced (senior level) consultative services and technical assistance work to ensure the Texas Medicaid Management Information Systems (TMMIS)  and Medicaid Enterprise System (MES) contractor services meet contractual obligations and State expectations. Contract Administration and Contract Oversight (CACO) is responsible for monitoring contract requirements, identifying performance trends, and evaluating improvement activities or contract remedies when non-compliance issues are identified. The Contract Specialist IV works as the lead of assigned contract requirements to develop and implement complex performance management plans with other contract management team members. The Contract Specialist IV is responsible for coordinating with and including all identified stakeholders within HHSC and other agencies in the contract monitoring process; consolidating stakeholder input for inclusion in formalized monitoring reports; developing plans to correct identified problems and issues that are identified; and participating as a team member to coordinate overall monitoring and performance reporting of the TMMIS and MES contracts. Acts as the lead within the TMMIS and MES contract monitoring team for specifically assigned functional areas of expertise. Collaborates with staff from the HHS Enterprise to determine when contract changes are necessary to meet business needs on assigned contracts. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment.

Requirements

  • Requires certification, or the ability to achieve certification within 1 year of hire date, as a Certified Texas Contract Manager
  • Knowledge of principles and practices of contract administration and management.
  • Knowledge of state and federal laws, rules, regulations, policy and procedures relevant to contracts.

Responsibilities

  • Develop and implement and perform complex performance management plans for contracts. Performance management plans must include monitoring of key performance measures as well as an approach to incorporating review of other contract requirements and base contract provisions on a periodic basis. Plans include routine, onsite review of contractor performance. Updates plans routinely and in response to monitoring, audit, and other findings. Plans require input from other HHS Enterprise agency stakeholders and approval of the CACO Manager.
  • Research and consolidate performance metrics and stakeholder feedback into formalized contract monitoring reports. Research must include contractor reports as well as internally produced metrics, national and other state norms, identified best practices, and benchmarks that may be available. Coordinates with other HHS Enterprise agencies to ensure broad input into contract monitoring.
  • Develops plans to correct identified problems, including performance of a root cause analyses with contractor staff. Determines if a corrective action plan is appropriate. Coordinates with contract compliance team, other stakeholders, and legal to determine if a contract remedy is appropriate. Presents recommended remedies to the Steering Committee for final approval.

  • Coordinates with other members of the CACO to ensure that team member's performance management plans consider interdependencies. Collaborates with other HHS Enterprise staff, as needed, to ensure that business needs for all program areas within the functional business area are addressed. Collect program monitoring information from other agency staff when compiling contract monitoring information and addressing any contract changes necessary for the other program areas.
  • Functions as part of the TMMIS and/or MES contract management team, which requires cross-division collaboration to ensure horizontal and vertical communication, appropriate project prioritization, and effective resource utilization in monitoring the contracts.
