About The Position

Under the supervision of the Director of Maintenance Operations, the Capital Projects Manager (CPM) is responsible for the coordination of routine and emergency construction and capital improvement work at Burbank Housing-managed rental sites, as well as post-construction follow-up with general contractors and warranty tracking. The scope of responsibility includes full-cycle needs assessment, bidding and engagement, project supervision, and quality control.

Requirements

  • Bachelor’s degree, preferably in a related field. High school diploma required.
  • Minimum of four years of experience in construction and/or multi-unit housing-related industry, including a minimum of two years of increasingly responsible experience in construction management, needs assessment, or production control. A combination of education and experience may be used to satisfy experience requirements.
  • Full understanding of the creation and management of construction project management documents.
  • Ability to read and interpret blueprints, manuals, and specifications.
  • Understanding of office and field aspects of construction Management
  • Construction budgeting, estimating, and job control
  • Scheduling and production rate tracking
  • Safety and quality control management
  • Working knowledge of prevailing wage laws, lien laws, OSHA requirements
  • Experience in supervision and on-site direction of sub-contractors
  • Ability to work cooperatively and effectively with a diverse group of people (partners, vendors, and employees).
  • Excellent verbal and written communication skills.
  • Strong organizational skills with a proven track record in meticulous documentation and effective tracking of workflows and deliverables.
  • Strong time management skills and ability to multitask.
  • Able to meet deadlines.

  • Proficient with Microsoft Office suite (Excel, Word, Outlook), and Yardi Voyager.

  • Ability to read, interpret, and analyze written budgets and financial documents, government regulations, and technical procedures.

  • Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions, decimals, percentages and ratios.
  • Ability to interpret and create spreadsheets using Excel.
  • Ability to readily make use of all mathematical skills needed to create project budgets and solve for needed quantitative information as project assumptions are changed.
  • Ability to interpret contracts, budgets, and government regulations.
  • Ability to collect data, establish facts, and draw valid conclusions.
  • Possession of a valid California Drivers License, a good driving record, reliable personal transportation and automobile insurance per requirements of the State of California.
  • Ability to work with individuals and/or groups as a representative of Burbank Housing, both in public and private arenas. Contacts may include public agency officials, housing development professionals, representatives of the business and financial community and community-based groups.
  • Must be self-motivated and demonstrate initiative.

Nice To Haves

  • Experience in affordable housing, non-profit, and development organizations preferred.
  • Basic knowledge and/or understanding of affordable housing management and development, as well as familiar with local, state, and federal programs related to affordable housing such as HUD, Tax Credits, etc. is highly desired.

Responsibilities

  • Assist in identifying, prioritizing, and completing capital improvements and/or major repairs at all Burbank Housing-managed rental complexes.
  • Confer and coordinate with Asset Management and Property Management staff regarding capital improvements and/or repairs.
  • Develop and implement means and methods for major repairs and remodels, including creating “biddable” scopes of work for projects, setting up permitting, identifying suitable Contractors and vendors, and overall coordination of the bidding process and all related record keeping.
  • Oversee all assigned construction projects from start to completion.
  • Assist the Accounting Department in verifying and updating vendor liability insurance, ensuring that vendors provide all required records, and handling all related interactions with vendors and contractors.
  • Supervise, track, and coordinate post-construction “Warranty Service and Call-back” for Burbank Housing capital improvements, new construction, and rehab projects, including relevant communications with Development Department construction and project managers.
  • Support Facilities Manager and Maintenance Supervisors in identifying systemic failures in building components and systems.
  • Other duties as assigned.
