About The Position

Capital Project Intelligence Manager - Decatur, IL Position Summary The Capital Project Intelligence Manager strengthens how capital projects are planned and executed by improving information quality, predictability, and organizational learning. This role ensures reliable cost, schedule, risk, and change data is available for decision‑making and that lessons from completed projects systematically improve future estimating, planning, and governance. The position leads ADM’s capital cost intelligence program, integrates data and systems, reduces manual data handling, and delivers performance insight across the capital portfolio. Core Enterprise Capabilities Capital Cost Knowledge Program Maintain the Capital Cost Database with structured cost and quantity data. Develop unit‑rate benchmarking libraries. Build and maintain parametric and factor models. Develop cost heuristics and estimating guidance. Ensure historical project performance informs future estimating and planning. Capital Project Information & Workflow Framework Own ADM’s Capital Information Model (WBS/CBS and metadata standards). Ensure project information governance and lifecycle management. Reduce manual and duplicate data handling through workflow improvements. Define standards for cost, schedule, productivity, and change data. Integrate cost, schedule, risk, and change information with cashflow and reporting. Deliver dashboards and governance reporting to support portfolio and execution decisions.

Requirements

  • Bachelor’s degree in Engineering, Construction Management, Project Management, Business, Data Analytics, or related field.
  • 5+ years of experience in capital projects, project controls, estimating, engineering, or project management.
  • Strong understanding of cost, schedule, risk, and change management fundamentals.
  • Experience with project controls or estimating systems (e.g., ERP, scheduling tools, cost databases, project management platforms).
  • Ability to analyze project performance data and translate insights into recommendations.
  • Proficiency with Power BI, Excel, and portfolio reporting tools.
  • Strong collaboration and communication skills across engineering, finance, controls, and project teams.
  • Ability to travel as needed.

Responsibilities

  • Improve cost and schedule predictability across projects.
  • Strengthen FEL estimating, assumptions, and planning rigor.
  • Identify systemic causes of cost growth, schedule drift, and productivity issues.
  • Ensure lessons learned inform future project planning and execution.
  • Maintain and enhance ADM’s Capital Cost Database.
  • Develop and maintain cost benchmarks, factor models, and heuristics.
  • Integrate cost knowledge into estimating and FEL readiness processes.
  • Support evaluations of estimates, planning quality, and risk readiness.
  • Analyze contractor productivity, cost patterns, and change‑order behavior.
  • Benchmark contractor performance across projects and contract types.
  • Provide insights that support contractor selection and contracting strategy.
  • Capture lessons learned and ensure they influence future projects.
  • Promote consistent information standards across project teams.
  • Support development of best practices that improve project predictability.
  • Train teams on project information standards and capital data practices.
  • Serve as a bridge between governance, project teams, estimating, finance, and technical partners.
