About The Position

Under minimal supervision and with considerable latitude for the use of initiative and independent judgment, provide oversight and reporting and make improvement recommendations for the City’s Capital Improvements Program (CIP) within the Capital Planning Office.

Requirements

  • Knowledge of CIP contracting methods and processes

  • Skill in negotiating with diverse groups of people to accomplish objectives
  • Skill in written and oral communications including public presentations
  • Skill in establishing and maintaining good working relationships with other City employees and the public
  • Skill in maintaining and compiling complex CIP data for use in analysis, monitoring and reporting
  • Ability to exercise good judgment, tact and diplomacy in all public contacts
  • Ability to perform objective analyses of business processes to maximize the effective delivery of the City’s CIP projects.
  • Bachelor's degree in engineering, architecture or related field plus five (5) years of related work experience including two (2) years as a project manager, program manager and/or portfolio manager, preferably with a municipality.

Nice To Haves

  • Experience in Project Governance, including project delivery lifecycle management, for large capital construction projects.
  • Experience with cost control and cost estimation for large capital construction projects.
  • Experience with schedule management.
  • Experience with risk management, forecasting, and change management.
  • Ability to travel to multiple sites as part of the regular job duties.

Responsibilities

  • Maintains knowledge of the City’s Capital Improvements Program and how the CIP is utilized to carry out the strategic objectives of the City of Austin.
  • Maintains knowledge of key capital program issues facing the City of Austin.
  • Oversees and monitors progress of City’s portfolio of bond projects and conducts portfolio management activities.
  • Participates in the City’s CIP planning and review processes.
  • Produces reports from CIP Program data and provides analysis of the information for use in decision making.
  • Monitors CIP project and program issues from an organizational perspective and when required, assist in resolution.
  • Monitors CIP operating procedures, policies, and ordinances to ensure CIP compliance.
  • Monitors the City’s CIP project portfolio for legal, regulatory and initiative compliance.
  • Develops and conducts training for City personnel involved in the CIP Program
  • Provides technical advice and assistance to city management as necessary,.
  • Meets with city management and staff as required to resolve CIP project issues, using subject matter judgment and expertise.
  • Coordinates and collaborates with other agencies, departments, divisions involved in or affected by the City’s CIP portfolio.
  • Attends City Council, board meetings, etc. as City staff representative.
  • May provide leadership/supervision to employees planning, assigning, and/or leading the work of others.
