About The Position

The Capital Construction Manager at Amtrak is responsible for managing large capital projects, particularly those exceeding $100 million, related to railyard and facility upgrades. This role involves overseeing project implementation, ensuring compliance with safety and legal requirements, and coordinating with various stakeholders to achieve project goals. The position allows for a hybrid work schedule, requiring a minimum of three days per week at an Amtrak location.

Requirements

  • Bachelor's degree in engineering, construction management, or a closely related field.
  • 7+ years of experience in project management with emphasis on medium to large-scale project implementation in the passenger railroad field.
  • Demonstrated construction experience in a railroad environment.
  • Ability to manage multiple priorities under tight constraints.
  • Knowledge of scheduling, budgeting, and estimating.

Nice To Haves

  • Professional Engineer's (PE) License or Licensed Architect (RA).
  • Certified Construction Management (CCM) or Project Management Professional (PMP).

Responsibilities

  • Manage large capital projects or support high-complexity capital projects related to railyard and facility upgrades.
  • Review and provide constructability reviews on design documents during development.
  • Identify and provide mitigation resolutions to critical issues and conflicts.
  • Develop manpower requirements and schedule breakdown of identified work orders.
  • Review contract design documents and assist with bid forms, pre-bid conferences, and proposal evaluations.
  • Direct, manage, and coordinate construction projects to ensure critical issues are addressed.
  • Oversee the work of third-party construction management consultants to ensure compliance with scope, costs, and schedules.
  • Provide weekly and monthly project status reports addressing actual and forecast costs and schedules.
  • Resolve and document design and field construction problems.
  • Attend progress meetings and report on contract status.
  • Review contractors' requests for change and prepare contract change notices as appropriate.
  • Assess, estimate, and negotiate change orders.
  • Coordinate capital, reimbursable, and agency projects with other departments to ensure resource availability.
  • Prepare, develop, and implement construction and maintenance procedures for projects.
  • Monitor claims and suggest ways to minimize them.
  • Communicate and implement safety rules and maintain accountability for safety performance.
