About The Position

The CapEx Project Manager plays an active role in the planning and implementation of assigned capital projects in FC’s existing residential and commercial portfolio. Assignments will be based on a long‐term preservation approach utilizing best practices for maintenance, construction and sustainability. The position will work collaboratively with development, sustainability, asset management and property management staff.

Requirements

  • Five+ years of relevant work experience.
  • Experience and skills in project management, construction management and real estate, such as managing consultants, meeting project deadlines, and managing contractors.
  • Strong negotiation skills; ability to read and ask questions about contractor proposals and to negotiate fair contract price and terms.
  • High degree of independence, motivation and accountability.
  • Strong oral and written communication skills and computer expertise (Word and Excel).
  • Must possess strong problem‐solving skills and ability to work on several projects simultaneously and independently.
  • Must have reliable transportation and be able to visit and inspect construction project sites.
  • Entrepreneurial in identifying problems and obstacles and proposing solutions based on independent research and analysis.

Nice To Haves

  • Experience with green building programs and implementation.
  • Familiarity with affordable housing programs and policies.
  • Knowledge of building code, construction standards, permit requirements, etc.

Responsibilities

  • Plan and execute assigned capital repair and replacement projects, including scope development, bidding, contract negotiation, cost management, on-site coordination, permitting, scheduling, quality control and contractor oversight. Includes both planned projects and emergency capital repairs as they arise.
  • Monitor work against budget; prepare budget approval requests for senior leadership and/or the Board of Directors as needed.
  • Manage external partners including contractors, engineers, architects, attorneys, etc.; maintain productive relationships with funders and other stakeholders as necessary.
  • Participate in property walks with Asset and Property Management, collaborate with Asset Management on prioritization and cost estimating for annual property capex budgets.
  • Assist with long-term capital planning projections and strategies for the portfolio, coordinating with Asset Managers, Property Management, and leadership to ensure long-term asset preservation and resident quality of life.
  • Collaborate with team members, Property Management, and Accounting to build and maintain a roster of reliable contractors and engineers, ensuring cost-effective and high-quality work.
  • Collaborate with the Sustainability Team as needed on execution of energy efficiency and/or solar projects, “green” specifications for capital repairs, and trouble-shooting of high energy or water use properties.
  • Collaborate with Development, Asset Management, Property Management, contractors and design teams to solve for complex or lingering post-construction issues in newer or recently renovated communities.
  • Support punch walks and first year warranty administration as needed.
  • Oversee adherence to applicable codes, accessibility requirements, safety standards, and any applicable funder requirements.
