About The Position

The Cabling Systems Engineer serves as the lead technical expert responsible for the installation, maintenance, and repair of structured cabling, telecommunications, and network connectivity systems supporting USCIS facilities and mission-critical operations. This position provides advanced technical support and hands-on leadership in implementing voice, data, and fiber optic cabling infrastructure in compliance with USCIS, DHS, and federal standards. This position plays a critical role in maintaining reliable and secure telecommunications infrastructure for USCIS operations nationwide. The ideal candidate combines advanced cabling expertise, leadership ability, and strong knowledge of federal installation standards to ensure mission readiness and communications continuity.

Requirements

  • U.S. Citizenship and ability to obtain/maintain DHS/USCIS clearance.
  • High school diploma or GED required; technical degree or engineering certifications preferred.
  • 4+ years of experience in telecommunications engineering, with at least 3 years in a senior or lead capacity.
  • Expert knowledge of structured cabling standards (TIA/EIA-568, 569, 606, 607), fiber/copper termination techniques, and certification/testing protocols.
  • Proficiency with engineering tools and instrumentation, including OTDR, cable analyzers, fiber fusion splicing equipment, and labeling systems.
  • Strong ability to interpret technical drawings, wiring diagrams, and site plans; familiarity with power distribution, grounding, and bonding principles.
  • Working knowledge of network topologies, IP-based communication systems, and integration of voice, data, and video services.
  • Excellent analytical, problem-solving, and documentation skills; ability to lead cross-functional teams.
  • Physical capability to lift up to 50 lbs., climb ladders, and work in confined or elevated spaces.

Nice To Haves

  • BICSI Certification (Technician, RCDD, or equivalent).
  • Experience in federal environments (DHS, USCIS) and secure facilities (SCIFs).
  • Expertise in VoIP, PBX systems, and network rack integration.
  • Familiarity with cable management in controlled-access environments.

Responsibilities

  • Design, implement, and validate structured cabling systems for copper and fiber optics, including racks, patch panels, conduits, and termination points, ensuring optimal performance and scalability.
  • Engineer and maintain telecommunications infrastructure, including routers, switches, VoIP platforms, and associated network hardware, with a focus on reliability and security.
  • Conduct site assessments and engineering surveys, producing detailed technical documentation such as as-built drawings, labeling schemas, and performance test reports.
  • Ensure all designs and installations comply with federal, DHS, and USCIS standards, including TIA/EIA, NEC, and applicable building codes.
  • Perform root-cause analysis and advanced troubleshooting of connectivity issues (signal degradation, EMI/RFI interference, grounding, and cross-talk), applying engineering principles to resolve complex problems.
  • Provide technical leadership and mentorship to junior engineers and technicians; enforce quality assurance and adherence to safety and compliance standards.
  • Collaborate with network engineering teams, facilities management, and contractors to integrate cabling infrastructure with broader network architecture during deployments, upgrades, and relocations.
  • Execute preventive maintenance programs and diagnostic evaluations for voice/data cabling and related systems to ensure operational continuity.
  • Manage inventory control and lifecycle tracking of cabling materials, tools, and specialized equipment.
  • Recommend infrastructure enhancements and performance optimizations based on engineering analysis and emerging technologies.
  • Support configuration management, change control, and project documentation in alignment with USCIS engineering processes.
  • Respond to service requests and incident tickets with minimal operational impact, applying structured troubleshooting methodologies.
