About The Position

The Buyer position at the County of Bucks is responsible for executing central purchasing functions in compliance with established department procedures, County policies, and relevant regulations. The role involves developing specifications, reviewing requisitions, sourcing vendors, soliciting quotations, and conducting price analysis for the procurement of goods and services. The Buyer works independently under the supervision of the Purchasing Director and may assist colleagues with higher-level duties as needed.

Requirements

  • Associate's Degree from a regionally accredited college or university in any field of study.
  • Minimum of 2 years' experience in procuring goods and services, processing requisitions, and requesting competitive quotes with responsibility for at least $2 million in purchases annually.
  • Excellent computer skills with a working knowledge of Microsoft Office Suite, including Microsoft Word and Excel, and typing skills.
  • Strong organizational and time management skills, with a self-motivated and detail-oriented work ethic.
  • Knowledge of County policies, procedures, and procurement activities.

Nice To Haves

  • Public procurement experience preferred.
  • Certified Professional Public Buyer (CPPB) Certification or eligibility for certification within five years.

Responsibilities

  • Review Purchase Requests for completeness and collaborate with end user departments and vendors to gather necessary information for generating Purchase Orders.
  • Procure goods and services cost-effectively while adhering to established regulations and procedures, including seeking alternate suppliers and competitive price quotes.
  • Prepare Requests for Quotations and obtain vendor quotations, evaluating them using price comparison methods and calculating transportation costs, discounts, and lead times.
  • Standardize specifications among multi-department users to achieve economies of scale for the County.
  • Process documents and materials, including sorting, collating, inputting, batching, labeling, filing, reproducing, and mailing.
  • Expedite orders, troubleshoot issues with purchase orders, and ensure vendor compliance with specifications and schedules.
  • Maintain professional relationships with sales agents and vendors to stay informed about new products and specifications.
  • Research the market for new suppliers of goods and services used by the County.
  • Advise and educate internal customers on product features, pricing, and availability, and assist with requisition processes.
  • Answer phones and assist the public, including taking messages and responding to inquiries.
  • Provide routine clerical and administrative assistance to coworkers as needed.
  • Train end user department personnel in the County ERP Purchasing system and in County quote solicitations, offering refresher training when necessary.
  • Participate in the Pennsylvania Public Purchasing Association (PAPPA) to stay updated on procurement procedures and trends.
