The Buyer II at East Texas A&M University (ETAMU) is responsible for performing moderately complex purchasing duties with the purpose of obtaining supplies, equipment, and services. Requirements

  • Requires Bachelor's degree in applicable field or equivalent combination of education and experience and two years of related experience in purchasing/procurement.
  • Knowledge of Word processing and spreadsheet applications, public sector or higher-education procurement practices, competitive solicitation methods and evaluation processes.
  • Ability to: Multitask and work cooperatively with others, make independent judgment, strong verbal and written communication skills, effective interpersonal and organizational skills, and provide exacting accuracy in all phases of work.
  • Selected candidate will need to complete required training, travel may be required, position requires on campus, face-to-face interactions, and position requires maintaining a regular schedule of attendance on campus and in the workplace.

Nice To Haves

  • Experience in an office setting.
  • Knowledge of eProcurement System, preferably Jaggaer (AggieBuy).
  • Knowledge of Power Point and presentation applications.
  • Ability to: Ability to present information verbally and via reports. Ability to think independently and evaluate information.
  • Work toward State of Texas CTCD and/or CTCM certification.

Responsibilities

  • Exercises independent judgment in processing moderately complex procurements, including higher-value purchases and non-routine requests, within delegated authority.
  • Ensures procurement activities comply with applicable federal and state laws, Texas Statutes, System policies, and University purchasing procedures.
  • Interviews sales representatives and evaluates vendor performance.
  • Provides technical guidance to ensure compliance with professional and departmental standards.
  • Advises departments in obtaining information on requested products and in the preparation of purchase specifications.
  • Maintains documentation of purchasing transactions.
  • Review and approve incoming requisitions within university delegated authority.
  • Reviews purchase documents and contract terms for compliance with standard terms and conditions and escalates non-standard language as required.
  • Serves as a resource in solving customer or vendor problems.
  • Researches discrepancies and reports findings.
  • Trains departments on purchasing procedures.
  • Supports the University’s Historically Underutilized Business (HUB) Program by documenting outreach efforts, ensuring HUB requirements are met in procurement activities, and working with the HUB Coordinator as needed.
