About The Position

The North Carolina Department of Environmental Quality (DEQ) is the lead stewardship agency for the protection of North Carolina's environmental resources, administering regulatory programs for air and water quality, public health, and advancing an all-of-the-above energy strategy. DEQ also provides technical assistance and environmental education. This position, a full-time role with State Benefits, is Exempt from the Human Resources Act (EHRA) with exceptions. It focuses on providing operational support for the Enterprise Business System (EBS/SAP) workflows and other finance functions. Key aspects include updating workflows, conducting user acceptance testing to enhance efficiency and transparency, creating and updating Standard Operating Procedures (SOPs), assisting with system enhancement projects, process analysis, improvement initiatives, and implementing data and document management best practices. The role also involves developing and implementing procedural training for financial system workflows for internal and external stakeholders. The Office of Continuous Improvement (OCI) enhances DEQ's performance by fostering compliance and efficiency, leveraging business processes, data analysis, compliance, and engineering expertise. OCI is embedded within DEQ divisions to strengthen processes and workflows, support effective and equitable delivery of federal funding, and provide data strategy, technical support, and policy expertise. The Process Engineering Unit, within OCI, provides operational infrastructure, systems optimization, compliance oversight, and financial coordination, developing and implementing processes for managing work across the Division, including the use of Laserfiche, EBS, Power BI, SOPs, and Workflow Management. This unit also assists management with special projects to research and implement workflow changes for improved efficiency.

Requirements

  • Bachelor’s degree in accounting, business administration, information systems, or other area that would provide a core curriculum in financial management or information technology from an appropriately accredited institution
  • OR Associate’s degree in a finance or information technology field from an appropriately accredited institution and one year of experience
  • OR an equivalent combination of education and experience

Responsibilities

  • Provides operational support of the Enterprise Business System EBS/SAP workflows and other finance functions by updating workflows and providing user acceptance testing to increase operational efficiency and transparency.
  • Creates and updates Standard Operating Procedures (SOPs).
  • Assists with system enhancement projects and process analysis, along with improvement initiatives.
  • Assists with the implementation of data and document management best practices.
  • Assists in the development and implementation of procedural training of financial system workflows with internal and external stakeholders.
  • Provides helpdesk technical assistance for users for new user requests, security role access, technical troubleshooting, managing delegations, and all other requests.
  • Runs reports for analysis to discover errors consistent with incorrect status, user application problems, agreements ready to review/close and other data used to identify trends and training needs in support of EBS/SAP QA/QC Grant Management System.
  • Incorporates variations of different workflows, procedures, SOPs, etc., to capture each project’s financial scope and financial needs.
  • Manages EDM systems like Laserfiche and performs special projects in LaserFiche as needed.
  • Acts as the point of contact for distributing all stakeholder communication to support evolving business and program needs.
