About The Position

The Business Systems Analyst (Information Systems Specialist 6) at the Oregon Department of Environmental Quality (DEQ) is responsible for designing, developing, implementing, and configuring application software systems for statewide use. This role involves conducting business analysis, making recommendations for database applications, and providing expert technical and analytical services to support the agency's mission of protecting and enhancing Oregon's environment.

Requirements

  • 5 years of information systems experience, OR 3 years of experience with an Associate's degree in a related field, OR 1 year of experience with a Bachelor's degree in a related field.
  • Demonstrated understanding of environmental justice and its impacts on marginalized communities.
  • Ability to communicate technical information effectively to both technical and non-technical audiences.
  • Experience in system analysis, identifying system requirements, and selecting data management tools.
  • Proficiency in Microsoft .NET, Microsoft SQL, JSON, Visual Studio, and data modeling tools.

Nice To Haves

  • Experience with database development in a multi-user environment.
  • Experience creating and maintaining system documentation and providing user training.
  • Ability to build relationships with diverse partners and stakeholders.

Responsibilities

  • Design, develop, implement, and configure new application software systems for statewide use.
  • Conduct business analysis and research for major enhancements to agency-wide systems.
  • Analyze and recommend database applications and new technology policies.
  • Provide expert technical, analytical, and data steward services to agency programs.
  • Support project management and achievement of agency goals.
