About The Position

As a Business Systems Analyst, you will lead the collection, capture, and management of mission user needs for critical national security systems. You will support system development, project management, user requirements gathering, system design, complex data conversion, documentation, training, and deployment efforts. Working directly with stakeholders, you will serve as a key interface for operational user requirements across multiple IT capabilities and systems. Your focus on requirements gathering will drive improved usability, user experience, and user adoption while supporting the mission-critical applications and intelligence collection systems. Key Responsibilities Support strategic planning efforts for IT programs by performing in-depth business process analysis and business process re-engineering for systems modernization within the federal intelligence and law enforcement community Lead collection, capture, and management of mission user needs, business, and functional requirements from prioritization through concept development Support the planning and implementation of IT projects and ensure on-time completion of tasks Develop JIRA user stories, acceptance criteria, use cases, concepts of operation, cost-benefit analyses, privacy impact assessments, operating models, workflow diagrams, and standard operating procedures Assist product backlog management by analyzing technical and functional systems, creating Agile user story documentation in JIRA with acceptance criteria Document business rules and construct workflow diagrams as needed Draft national security-centric business and functional documentation for a FISA system, legal process applications, and intelligence collection applications Prepare position papers, briefing books, presentations, training materials, talking points, PowerBI reports, and various other written products, within short deadlines, regarding IT issues to include support for various IT lifecycle management meetings

Requirements

  • Active Top Secret (TS) clearance with eligibility for Sensitive Compartmented Information (SCI) or Active TS/SCI
  • Must be a U.S. citizen and able to pass a background check and polygraph examination
  • Bachelor's or Master’s degree with 5 years of experience of experience OR Associate degree with 8 years of experience OR High School/Diploma with 11 years of experience
  • 5 years’ experience in national security IT requirements management (development, review, and analysis), Systems Development, Systems Management, and/or IT Business Analysis
  • 5 years’ experience with U.S. national security operations, U.S. Intelligence Community (USIC) mission sets, national security policy, case management
  • 3 years’ experience writing documentation and presenting information to executive management audiences regarding U.S. government system operations, technical and functional requirements, processes, and methodologies
  • 2 years’ experience working in a federal interagency environment, including collaboration with multiple U.S. government departments and agencies on joint programs
  • 2 years’ experience proactively managing multiple high-visibility tasks in a fast-paced environment, and working with diverse teams with competing interests to reach consensus on best paths forward
  • 2 years’ experience communicating and translating complex IT subject matter between technical and non-technical audiences
  • 2 years’ experience using JIRA, MS Project, Excel, PowerBI, PowerPoint, Word, and SharePoint

Nice To Haves

  • Bachelor's degree in IT, Computer Science, or relevant IT or data science field
  • 2 years’ experience with FISA policy
  • 2 years’ experience writing IT documentation and briefing results to executive management audiences regarding system operations, technical and functional requirements, processes, and methodologies
  • Relevant certifications such as SCRUM Product Owner/Scrum Master, Project Management (CAPM/PMP), ITIL, and/or Agile Product Owner
  • Experience with multi-enclave environments (Unclassified, Secret, and Top Secret/SCI
  • Legal process and intelligence collection applications

Responsibilities
