About The Position

The Business Systems Analyst II position at the Office of the State Controller (OSC) is responsible for supporting the North Carolina Financial Systems (NCFS) with a focus on cloud-based applications and improved business processes. The role involves collaborating with business users and IT to design, develop, document, implement, and support Oracle Financials Cloud ERP, specifically the Materials Management modules covering Procure to Pay, Inventory, and Fixed Assets. The analyst will ensure compliance with governmental regulations and provide high-quality deliverables in system configuration, data validation, and financial reporting.

Requirements

  • Bachelor's degree from an accredited institution in a discipline related to the area of assignment
  • Three years of programmatic experience related to the area of assignment
  • Ability to interpret, analyze and apply knowledge of complex laws, regulations, procedures, and accounting principles
  • Ability to analyze and apply knowledge of accounting, budgeting, and information systems
  • Ability to design and implement complex financial systems
  • Ability to communicate complex standards and issues clearly in writing and verbally
  • Ability to independently develop statewide fiscal training and education needs

Nice To Haves

  • Experience with Oracle Financials Cloud ERP
  • Knowledge of state government policies and procedures
  • Experience in system configuration and data clean-up

Responsibilities

  • Manage ongoing quarterly system updates for NCFS Sustainment
  • Manage and implement new system requirements/enhancements
  • Manage and follow system development/enhancement life cycle processes for system sustainment
  • Proactively identify changing requirements and problems regarding NCFS needs
  • Assist users with inquiries related to system functionality and data integrity
  • Troubleshoot and resolve technical issues promptly
  • Act as lead to configure, maintain, and troubleshoot designated systems
  • Facilitate and own the final business process changes that are agreed upon
