The Business Systems Analyst II (BSA II) position at the Office of Homeless Services (OHS) is responsible for identifying, analyzing, testing, and documenting business requirements for IT projects and business applications related to the department's Homeless Management Information System (HMIS). The role involves developing and managing custom reports, data visualizations, and system configurations, ensuring compliance with HUD reporting standards. The BSA II leads medium to large IT projects, optimizes business processes, and provides training and support to internal teams and external stakeholders.

  • Identify, gather, analyze, and document business requirements for business applications and IT projects related to HMIS and HUD reporting.
  • Develop and implement custom data reports and dashboards using Power BI.
  • Configure and maintain the HMIS system to support business requirements and align with HUD standards.
  • Test business applications and systems, documenting defects and working with IT to resolve issues.
  • Analyze data from the HMIS system and create custom reports, presenting findings to leadership and stakeholders.
  • Lead medium to large IT projects, defining priorities and ensuring timely delivery of solutions.
  • Provide training to internal teams and external stakeholders on HMIS and Power BI.
  • Perform workflow analysis to recommend process improvements and implement new systems or tools.
  • Develop and implement security and access policies for the HMIS system.
  • Serve as the primary point of contact for departmental customers and external vendors regarding system interfaces and project progress.
  • Three years of full-time experience in business analysis, IT system configuration, or data reporting with a focus on HMIS systems and HUD reporting.
  • Experience with Power BI, including creating dashboards and reports.
  • Proven experience with backend programming languages such as Python and SQL.
  • Experience with specific HMIS platforms like Clarity or Clientrack.
  • Familiarity with advanced analytics tools or machine learning applications.
  • Strong understanding of HUD homelessness programs and compliance reporting.
  • Salary increases contingent upon Property Related Revenue and/or statewide Realignment Sales Tax Collections performance.
