The Business Systems Administrator plays a crucial role in the Department of Defense, Veterans & Emergency Management by overseeing the acquisition, maintenance, and training of key business systems, including the state's situational awareness platform, WebEOC, and the Federal Sage System for Emergency Alert Systems. This position is essential for ensuring that the agency's systems meet operational goals and that staff are well-trained in their use, ultimately contributing to the State of Maine's preparedness for disasters.

  • Coordinates systems operation planning and evaluation, redesigning systems projects to meet goals and objectives.
  • Analyzes user problems and agency operations to develop operational requirements for proposed or revised processes, including cost and time estimates.
  • Ensures MEMA staff and key stakeholders are trained and capable of using WebEOC and other essential emergency management systems.
  • Utilizes corrective action methods to refine and adapt necessary operational changes within systems.
  • Collects project data, maintains schedules, and considers budgets and resource information to ensure systems meet agency business needs.
  • Discusses change plans with stakeholders and assesses potential impacts on daily operations.
  • Facilitates timely communications with program managers, contractors, and stakeholders regarding business problems and corrective action plans.
  • Tracks, coordinates, and facilitates agency projects, budget schedules, and resource use to monitor and expedite improvements in business systems.
  • Reviews, analyzes, and designs systems training data and process performance, identifying issues to plan and implement training programs.
  • Identifies information system problems impacting program performance and coordinates solutions with vendors and IT personnel.
  • Serves as MEMA's Wireless Coordinator, assisting agency staff with cell phone setup and other equipment.
  • A five (5) year combination of education, training, and/or professional experience in project management, systems analysis, business analysis, program specialty, or related field.
  • Ability to perform basic skills with WebEOC; advanced skills preferred.
  • Ability to integrate information systems and program operation solutions.
  • Ability to understand and apply applicable laws, rules, regulations, policies, procedures, and terminology.
  • Ability to effectively resolve problems and exercise good judgment in appraising situations.
  • Experience with emergency management systems and protocols.
  • Familiarity with project management methodologies.
