About The Position

The Certified Business Services Consultant (CBSC) serves as the primary liaison and relationship manager for businesses within an assigned industry sector and/or geographic area. The CBSC is responsible for identifying, engaging, and supporting businesses through customized workforce solutions that address current and future talent needs. This role conducts in-depth business needs assessments, develops tailored Business Solutions Plans (BSPs), coordinates service delivery, and maintains long-term employer partnerships to advance regional workforce and economic development goals. Larger sectors may require multiple CBSCs assigned by geography or sub-sector to ensure full coverage and prevent duplication of effort.

Requirements

  • Bachelor’s degree in Business Development, Economic Development, Public Administration, Human Resources, Organizational Development, or a closely related field.
  • Minimum of five (5) years of experience in business engagement, workforce development, economic development, sales, or industry-related experience.
  • Florida Workforce Professional Certification Tier I required.
  • Obtain Business Services Consultant Certification within one year of beginning role.
  • Proficiency in Microsoft Office Suite (Outlook, Word, Excel, etc.).
  • Knowledge of workforce development systems, programs, and employer services.
  • Strong understanding of business operations and industry workforce needs.
  • Ability to perform market research and analyze industry and labor market data.
  • Strong verbal and written communication skills, including public speaking and presentation.
  • Proven relationship-building and consultative sales skills.
  • Ability to manage multiple projects and competing priorities in a fast-paced environment.
  • Ability to plan, coordinate, and execute employer-focused initiatives and events.
  • Strong organizational skills with attention to detail and documentation.
  • Strong change management skills and ability to pivot quickly.
  • Ability to work independently and collaboratively across teams.
  • Ability to handle confidential information with discretion and professionalism.

Responsibilities

  • Identify, engage, and cultivate relationships with new and existing business partners through strategic outreach, marketing, and direct engagement.
  • Serve as a trusted workforce consultant to businesses within assigned sector(s).
  • Convene and support industry partners to facilitate sector strategy approaches that address current and projected workforce needs.
  • Maintain collaborative relationships with education partners, chambers, economic development organizations, and industry associations to support talent pipeline strategies.
  • Participate in industry groups and professional associations to stay current on trends and workforce needs.
  • Conduct comprehensive Business Needs Assessments to identify workforce gaps, training needs, and service opportunities.
  • Develop, present, and implement Business Solutions Plans (BSPs) and customized proposals tailored to each employer.
  • Provide information to employers regarding available workforce programs, training grants, recruitment services, and layoff aversion or reduction-in-force support.
  • Collaborate internally to align employer needs with available job seeker and training services.
  • Facilitate service delivery by preparing contracts, coordinating approvals, obtaining signatures, and ensuring compliance with funding requirements.
  • Coordinate recruitment, planning, logistics, and execution of sector-based hiring events, training cohorts, and special initiatives.
  • Support the implementation of strategic initiatives through a variety of partnerships and delivery models.
  • Manage MOUs, project documentation, and performance tracking to support program outcomes.
  • Coordinate submission of required reports and ensure grant/program files are maintained in accordance with audit requirements.
  • Complete and maintain detailed Company Profiles/Business Portfolios.
  • Maintain timely and accurate entry of employer contacts and project activity in Salesforce and EmployFlorida.
  • Monitor and analyze industry and labor market data to identify trends and inform strategy.
  • Provide effective communication and information flow between businesses, community partners, and internal teams.
  • Collaborate across departments (Career Services, Programs, Marketing, Policy, Contractor Management) to ensure seamless service delivery.
  • Work with Communications to develop targeted messaging and outreach strategies for employers and sector initiatives.
  • Provide policy and program guidance to contractors as needed regarding funding parameters and performance expectations.
  • Serve on strategic task forces, ad hoc committees, chambers, and community organizations as assigned.
  • Deliver presentations at meetings, industry forums, and community events to promote services and initiatives.
  • Maintain frequent follow-up with business partners to assess satisfaction and identify new opportunities.
  • Promote sharing of workforce intelligence between Business Services and Career Center staff.
  • Strive to achieve the highest level of customer satisfaction for employers, internal partners, and contractors.
  • Perform other duties as assigned.
