About The Position

The Business Relationship Category Leader at EmblemHealth will provide oversight and leadership to Business Relationship & Category Managers and/or Procurement Operations personnel. This role is responsible for overseeing the Procurement relationship for EmblemHealth Enterprise, partnering with assigned business areas to develop business strategy, solution discovery, service management, risk management, and relationship management. The leader will be accountable for the procure-to-pay process, including the services provided by the procurement team through third-party partners to deliver to the business. The position involves evaluating business requirements, providing supply market insights and solutions, reducing costs, and optimizing value by aligning on business, procurement, and category strategies. Additionally, the leader will facilitate and lead the planning and execution of initiatives to enable the organization and internal business owners to achieve optimal business objectives, manage and monitor the delivery of the category plan, and recommend approaches to measure outcomes achieved through the implementation of category plans.

Requirements

• Bachelor's degree in Finance, Supply Chain, Business, or related field required; MBA preferred
• Supply Chain Certification preferred
• 8 - 10+ years of relevant, professional work experience required
• Experience with healthcare in positions of progressively increasing responsibility preferred
• Ability to understand business and financial models to provide expertise and advice on their value to ensure decisions are fiscally responsible and driving value towards business objectives required
• In-depth knowledge of procurement processes, business areas, and of requirements analysis, category management, negotiation, contracting, and spend management required
• Ability to leverage interpersonal skills to establish rapport and develop relationships with all key stakeholders: suppliers, customers & colleagues required
• Ability to recommend solutions, weighing the risks and impact of those decisions required
• Experience with MS Office (Word, Excel, PowerPoint, Outlook, Teams) required
• Proficiency in categories such as clinical services, IT services, & marketing required
• Technical skills: Proficiency with procurement software, ERP systems (e.g., Oracle), and data analytics tools is essential required

Responsibilities

• Serve as the escalation point for category business relationship managers and business partners for procurement related issues.
• Partner with assigned business areas to develop business strategy, solution discovery, service management, provide risk management and relationship management.
• Maintain strategic planning routines with business leaders to holistically evaluate and maximize the end-to-end value chain as well as the individual contracts.
• Proactively identify and evaluate risks associated with procurement and business decisions.
• Partner with business leaders in solving problems and meeting business objectives using procurement solutions to support the organization's short-term and long-term business goals/strategy, acting as an advocate for business needs and required results.
• Identify cost efficiencies and savings opportunities, assess and provide strategic recommendations based on business relevance, appropriate timing, cost, risk and quality.
• Challenge and review key practices and decisions with the business to drive improvement.
• Provide Project / Portfolio Management.
• Manage and oversee portfolio of projects for business.
• Gather business needs and document business requirements; translate business requirements into a process and cost structure for design and development of solutions.
• Communicate with procurement, business leaders and project managers, and other stakeholders to ensure awareness of progress, risks, and results.
• Enable compliant, timely execution of procurement processes by partnering effectively with Procurement Operations.
• Provide oversight and guidance to enable sourcing (e.g. RFx), contracting and purchasing activities for assigned business areas.
• Negotiate agreements and commitments by facilitating communication between business stakeholders and procurement from initial requirements to final implementation.
• Recap procurement performance and produce and communicate regular category dashboards to the business.
• Prepare sole source and/or high-risk justification and facilitate the associated governance process and controls.
• Identify and mitigate potential problems and conflicts with procurement delivery.
• Perform analysis of all category spend; utilize Category Management tools and techniques to deliver optimum category strategy, inform optimum procurement strategy, continually reduce costs, and drive value.
• Work with the business to develop category strategies based on key recommendations from the analysis team which drive opportunities for the EmblemHealth Enterprise.
• Measure the success of outcomes achieved through the implementation of category plans.
• Define supplier relationship management requirements and approach for assigned categories and/or suppliers, including SLAs, KPIs, relationship governance, etc.
• Analyze reports and market trend information to understand and communicate the impact of procurements goals.
• Advocate recommendations for solution options in conjunction with procurement resources.
• Identify continuous improvement opportunities and provide recommendations based on business relevance, appropriate timing, cost, risk and quality.
• Advise on supply chain options and the associated risks, costs versus benefits, and impacts on products and services and business processes.
