About The Position

The Terminal Business Development department is seeking a Business Property Manager II to join their dynamic team. This role is at the crossroads of commerce and customer experience. You’ll be responsible for managing the airport’s non-airline revenue program, from food and retail to passenger services, marketing, and real property agreements. Utilizing your clear communication skills you will negotiate, collaborate, and problem-solve with business partners to keep SAN terminals vibrant, compliant, and passenger-friendly to create an exceptional airport experience for the SAN traveler. Every traveler remembers their experience going through an airport, and what they experience doesn’t happen by accident. Behind each storefront and service is careful partnership between the airport and the businesses that serve millions of SAN passengers. This position offers direct exposure to how airport commercial programs operate as both a business enterprise and a public service environment. The role calls for negotiation, stakeholder engagement, data analysis, and project coordination, with measurable influence on the traveler experience.

Requirements

  • Graduation from a four-year college or university with a major in business administration, public administration, finance, marketing, or other related field of study
  • Five years of progressively responsible property management experience, at least two years of which involve retail or food & beverage management, commercial or industrial property management, and/ or real estate development, preferably in an airport
  • Equivalent combination of training and experience.
  • Successful completion of a fingerprint-based background investigation, training, and testing required for employment and operation of Authority and San Diego County physical security, surveillance, radio and telecommunications equipment.
  • Innovation Management - Entrepreneurial ability to develop new sources of revenue which may include new concessions or real property transactions and determining which of the Authority’s approval processes is required to realize such opportunities. Identifies and implements available tools, techniques, and behaviors necessary to support change efforts that require the adoption and realization of change to achieve business outcomes and initiatives; adapts to evolving situations and effectively addresses resistances and concerns.
  • Project Management – Ability to autonomously manage a broad variety of Airport business agreements, include traditional restaurant/retail concessions, passenger services, general aviation facilities, terminal lounges and land use agreements. Understanding what will make for the highest and best use of extremely limited airport space, both within the terminals and on property in general. Autonomously manage projects by evaluating priorities, developing action plans, demonstrating consistent follow-up and completes projects and assignments pivoting as necessary to prioritize in accordance with Authority goals. Multi-task and effectively manage multiple tenants and projects simultaneously.
  • Relationship & Interpersonal Skills – Cultivates interpersonal rapport and trust, both up and down, by exhibiting consistency and reliability. Builds and maintains collaborative working relationships with stakeholders, identifies and relates information, ideas and problems, champion’s initiatives and ideas based on collaborative solutions. Collaborates with and advocates for tenants while maintaining accountability to the Authority. Ability to anticipate customer needs and responses and proactively propose solutions.
  • Communication - To proficiently and tactfully exchange and interpret information verbally and in writing, facilitate, persuade and prepare, and deliver presentations for a variety of mediums, such as lease correspondence, procurement scopes of work, concessions, promotional materials. Communicates to gain support for ideas, proposals, projects, and solutions; articulates clear rationale in discussion of the benefits and drawbacks of various options, is assertive while exhibiting flexibility.
  • Critical Thinking - Critically reviews and translates business requirements, data, and information to specify solutions or alternative practices in support of business objectives and strategies. Ability to analyze complex chains of consequences, i.e., if the Authority does X, the short- or long-term consequences for (tenants, Authority, revenue generation) could be Y. Even when all influencing factors may not be known.
  • Problem-Solving/Agility - Identifies significance of problems, demonstrates willingness to act in situations requiring immediate solutions for passengers, tenants, or the Airport. Ability to independently manage the process for seeking Board approval for leases, amendments, procurements or similar; to include drafting of Board Reports and ordinance language, preparation of PowerPoint presentation, as well as responsibility for timely internal approvals.
  • Integrity - Ability to assess and show sensitivity regarding conflicts/demands inherent with the Authority as a political and business entity, accountable to the public.
  • Financial acumen -Excellent financial analysis skills including ability to prepare analyses for others. Understanding of the financial underpinnings of various airport businesses to be able to evaluate if a particular business proposal is financially viable for that business or not.
  • Leveraging Technology - Effectively uses and generates information electronically integrates technology solutions and systems.

  • Graduate degree in fields such as business administration, aviation management or similar preferred

Responsibilities

  • Partnership Agreements: Administer leases, permits, easements, licenses, and operating agreements for non-airline revenue tenants. Prepare and evaluate RFPs and develop supporting business case analyses for new concepts and services. Monitor contract compliance and maintain accurate business partner account records. Lead and participate in stakeholder meetings, supporting negotiations, and resolving business matters. Research and analyze market rent trends and comparable airport or commercial programs.
  • Business Operations & Performance: Collaborate with stakeholders to review sales performance and operational data. Support and implement initiatives related to concessions of marketing, parking marketing, and customer programs. Identify operational improvement opportunities and recommend solutions to business partners. Manage dispute resolution documentation and coordinate follow-up actions to closure.
  • Tenant and Facilities Coordination: Track tenant improvement projects including refurbishments and new locations. Conduct refurbishment inspections and develop corrective work plans. Review construction plans with Facilities staff and provide operational impact recommendations. Coordinate follow-ups to ensure projects meet operational requirements and completion timelines.
  • Programs & Customer Experience: Administer Quality Assurance Program reviews and monitor service standards of compliance. Support passenger-facing technology programs such as digital directories, promotions, and engagement tools. Participate in continuity of operations and emergency planning coordination efforts.
